Description | sealed proposals will be received electronically for performing all work necessary and incidental to: Evaluate the condition of approximately 380 miles of streets and inventory the City's Street signs, and integrate the data with the City's Geographical Information System (GIS) program. The interval of testing at the network level will be on a block-by-block basis not to exceed 550 LF. The City will provide a list of the streets to be tested, classification of the streets, traffic count information, and the City street map. The City reserves the right to reject proposals received after the scheduled deadline and the Proposer will be notified by email. All services shall be provided in accordance with this Request for Proposal/Qualifications (RFP/Q). Scope- The project consists of evaluating about 380 miles of streets residential and arterial, cataloging and creating an inventory of the City's Street signs located throughout the City. The interval of testing at the network level will be on a block-by-block basis not to exceed 550 LF. Questions and comments regarding this solicitation must be submitted in writing via the City's eProcurement Portal b Begin Work July 17, 2023 Complete Work December 15, 2023 Task 1- Pavement Condition Assessment: An automated continuous and objective surface condition survey that includes crack survey, surface texture survey, rut depth measurement, and roughness survey. Survey to include 100 percent of tested lanes. Inventory all City street signs. Collected data shall be stored electronically for direct transfer into the StreetSaver software. Equipment used shall provide a high degree of repeatability and objectivity. Documentation of the accuracy and repeatability may be required. Task 2 - Data Entry and Update Existing Pavement Database: This task will include entering the City-wide pavement condition data, obtained in Task 2, into the City's pavement management software database. In addition, new road segments which have been constructed since 2019 and are not included in the City's pavement database shall be added by the Consultant. The PMP should provide annual recommendations indicating the rehabilitation strategy, year of implementation, cost, and improved serviceability. The consultant should update the PMP cost of rehabilitation strategies based on the actual cost received in the 2020 and 2022 Pavement Program. Task 3 - Pavement Management Scenarios: The PMP should be able to evaluate different rehabilitation scenarios (up to three scenarios) for all streets and separately for arterial/collectors and residential streets. The PMP should have the ability to export the database information in MS Excel and MS Access formats. The scenarios should analyze thefunding and overall average pavement condition for the next 10 years. a. The current City street maintenance strategies include the following treatments: 1. Slurry Seal 2. Micro-surfacing 3. Thin Maintenance Overlay (TMO) 4. 1" to 3" Asphalt Rubber Hot Mix (ARHM) Overlay 5. Cold in Place Recycling |
