Description

Project consists of Emergency concrete, stair and related systems replacement. Single prime contract project consisting of the following prime contract: 1. General Construction Bid security shall be submitted with each bid in the amount of 5 percent of the bid amount. No bids may be withdrawn for a period of 45 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. Qualified Bidders may submit bids for project as described in this document. Submit Bids according to the Instruction to Bidders. Regulatory requirements: shall govern submittal, opening and award of bids. This project involves the emergency reconstruction of an existing elevated concrete slab and exterior stair at a required building exit. The proposed scope will include the removal and replacement of the associated vestibule envelope and exit access stair bearing on the existing slab, as well as the impacted masonry walls, doors, railings, storefront, ceilings/soffits, interior finishes, mechanical equipment, electrical lighting, stormwater piping & asphalt surfacing at grade. It is the intention of this Project to be both environmentally and fiscally conscious of paper use and consumption. Therefore, documents will be distributed as digital sets. Bidding Documents, Drawings, and Specifications may be viewed free of charge for a nonrefundable fee of one-hundred dollars ($100.00). Attention of the Bidder A. Attention of the Bidder is particularly called to the Owners sales tax exemption, the requirements as to conditions of employment to be observed and the minimum wage rates to be paid under the Contract. In addition, the Bidding Documents contain detailed requirements for the qualification of Bidders. These include, among other things, rigid bonding and insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations or other proceedings in which the Bidder has been named as a party, a statement of suretys intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the Bidder. The Owner reserves the right to waive any and all informalities in, or the reject, any or all bids. The Owner further reserves its right to disqualify Bidders for any material failure to comply with the Instructions to Bidders. This Contract is subject to a Project labor Agreement A. The Contract is subject to a Project Labor Agreement (PLA) entered into between the Newburgh Enlarged City School District (Owner) and the Hudson Valley Building and Construction Trades Council, on behalf of itself and its affiliated Local Unions, and the signatory Local Unions on behalf of themselves and their members. By submitting a Bid, the Contractor agrees that the PLA is binding on the Contractor and Subcontractors of all tiers. Please refer to the Bid Documents for further information. The Bidder to be awarded the Contract, as well as the Bidders subcontractors, will be required to execute a Letter of Assent prior to the award. Failure to execute the Letter of Assent will result in the rejection of the Bidder. The Bidder is advised to review the PLA and the Letter of Assent, all of which are attached to AIA Document A232-2009 General Conditions of the Contract for Construction.
