Description

Description of Work: This project aims to investigate Asheville's housing stock and to review development standards to determine the existing regulatory and policy barriers to identify housing barriers to then make recommendations that have the greatest potential to increase housing choice and opportunity, which may include guidance for building missing middle housing (e.g., town homes, duplexes, accessory dwelling units, multiplexes, etc). The study would identify the next steps in addressing the challenges to increase affordable housing units in Asheville, including recommendations to amend the Unified Development Ordinance (UDO) and/or other regulations or practices related to development, such as fees, utilities, building code and the development process itself. It is expected that this request will result in the development of a list of three (3) firms that will be interviewed. Based on the submittals and possibly the interviews, the highest-ranking firm will be selected for negotiations for a contract.
