Description | NOTICE IS HEREBY GIVEN that the City of Cypress, County of Orange, California, will receive up to, but not later than, the time set forth above cost proposals for the award of a contract for the above project. DESCRIPTION OF WORK: The scope of work for this project includes, but is not limited to removing existing gates, equipment and foundations, fabricating and installing gates, providing access controls and gate motor, installing and commissioning of the gate and equipment, one year service contract, and other incidental items of work. COMPLETION OF WORK: All work shall be completed within THIRTY (30) working days following written Notice to Proceed from the City. Procurement of materials and equipment will not count against the 30 working days. PREVAILING WAGES: Pursuant to the Labor Code of the State of California, the Director of Industrial Relations has determined the general prevailing rate of wages and employer payments for health and welfare, vacation, pension and similar purposes applicable to the work to be done. This rate and scale are on file with the City Engineer, and copies will be made available to any interested party on request. The contractor to whom the contract is awarded, and the subcontractors under him, must pay not less than these rates for this area to all workers employed in the execution of the contract. INSURANCE, BONDS, AND PERMIT: Contractor shall submit Certificates of Insurance, Faithful Performance Bond and Labor and Materials Bond (for contract amount on the forms provided), and shall obtain a no-fee Public Works Permit and a City business license, prior to beginning construction. CONTRACTOR'S LICENSE: At the time of the award of the contract, the successful bidder shall possess a Class "A" contractor's license or a combination of Specialty Class "C" licenses sufficient to cover all of the work to be performed by him. Only a contractor registered with the Department of Industrial Relations (DIR) to bid on public works contracts in California shall be permitted to submit a bid. Furthermore, only subcontractors registered with the DIR to bid on public works contracts in California shall be permitted to perform work or labor or render service under subcontract to the subject contractor. In accordance with Public Contract Code section 22300, the bidder who is awarded the contract may substitute securities for retention moneys withheld by a public agency to ensure performance under this contract. The procedure and requirements for substituting said securities is set forth in Public Contract Code section 22300 which is incorporated by this reference as set forth herein. BIDDER'S EXAMINATION OF SITE AND CONTRACT DOCUMENTS: Each bidder shall visit the site of the proposed work and become fully acquainted with the conditions relating to the construction and labor so that the bidder may fully understand the facilities, difficulties and restrictions attending the execution of the work under the contract. Bidders shall thoroughly examine and be familiar with the drawings and specifications. AWARD OF CONTRACT: The City reserves the right to reject any or all bids and to waive any irregularities or informalities in any bid or in the bidding and to make awards in the interest of the City. No bidder may withdraw his bid for a period of ninety (90) calendar days after the opening of bids. Contractor's signed bid, these bid documents, and acceptance by the City in the form of a Purchase Order shall constitute a contract. In accordance with Public Contract Code section 22300, the bidder who is awarded the contract may substitute securities for retention moneys withheld by a public agency to ensure performance under this contract. COMPLETION OF WORK: All work embraced herein shall be accomplished in accordance with the applicable portions of the following documents: 1.
