Jacksonville Riverwalk Marina Phase 2 - Rc-19-006 - City Of Jacksonville

The Jacksonville Riverwalk Marina originally built in the 1970's and was purchased during FY16. A revitalized marina is to be the centerpiece of planned redevelopment of the Kerr Street Park and is planned to occur through two phases of work. The first phase included improved docking facilities with public access features including a boardwalk along the shore, a pier and a public kayak launch. This second phase will include construction of a pavilion and restroom facility, three shelters, and kayak storage. It should be noted that the Kerr Street Park is the location of a landfill that closed prior to January 1, 1983 when waste disposal permitting regulations commenced. Conversations with representatives of the Inactive Hazardous Sites Branch indicate that it could be 10 or more years before assessment of the old landfill by the Branch begins. They have also indicated that redevelopment should not be undertaken until the presence of hazardous substances, if any, has been delineated and a plan for remediating the site has been implemented. As such, the plan envisions the bathroom building and pavilion being located within the confines of the marina property, beyond the limits of the old landfill. If however, there is a desire to place them within Kerr Street Park, then the schedule will need to be adjusted such that it follows assessment and possible remediation of the landfill. This project is in included in the City of Jacksonville FY 2023-2032 Capital Improvement Plan (CIP). As of July 13, 2022, further details regarding design and construction have not been identified. *Project information has been obtained through a public capital improvement plan (CIP).
