FAR 52.237-1 Site Visit (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. An organized site visit has been scheduled for Tuesday, June 28th, 2022. (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NW-WN9307-22-00228RDS. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06 (May 2022) (Deviation 2021-06) (Sept 2021) (Deviation 2020-11) (Aug 2020) (Deviation 2020-05) (Apr 2020) (Deviation 2017-05) (Sept 2017). (IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 238220. The small business size standard is $16.5 Million. (V) This combined solicitation/synopsis is for purchase of the following commercial services. The Contractor shall provide a full coverage Preventive Maintenance for the entire HVAC Mechanical System, Equipment and Control System installed at the National Weather Station Office, 533 Roberts Road, Newport, NC, 28570 and co-located NEXRAD RADAR site. This is a 24/7-day a week operation. The period of performance shall be one base year with four one-year options, as described in the incorporated Statement of Work. *Please provide a quote for one base year and four option years. (VI) Description of work is as follows: See incorporated Statement of Work for full explanation of work to be done. (VII) PERIOD OF PERFORMANCE: Please provide a quote for one base year and four option years. PERFORMANCE LOCATION: National Weather Station Office, 533 Roberts Road, Newport, NC, 28570-8617 and co-located NEXRAD RADAR site. This is a firm fixed price service order. Government personnel will be responsible for the overall scheduling of project activity and will provide the Contractor's liaison / project manager with scheduling information as appropriate. Invoicing shall be upon completion. (VIII) FAR 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021) applies to this acquisition. NOTICE TO OFFERORS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Offers that are non-responsive may be excluded from further evaluation and rejected without further notification to the offeror. Enter specific Instructions below 1. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. This contract will be awarded using a tradeoff approach. (IX) FAR 52.212-2, EVALUATION - COMMERCIAL ITEMS (OCT 2014), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Technical Capability; (2) Price; (3) Past Performance Technical and past performance, when combined, are equally important. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
