Description

Project Category Code: Sanitary Sewer (Gravity), Generator, Grubbing & Clearing, Lift Stations/Lift Station Equipment, Sewer Force Main, Construction, Water and Wastewater Facilities, Water/Wastewater Infrastructure, Excavation Description: The Project generally consists of but is not necessarily limited to the following major items: • Construction of a new lagoon based wastewater treatment system, including new aeration system, headworks screen, blowers and UV system and associated treatment building. • Installation of new forcemains and access road to the new WWTP site. • Installation of new piping at the existing WWTP. Additonal Description: Contractor(s) and any of the Contractor's subcontractors bidding on this project will be required to obtain registration with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. Forms for registration can also be obtained online at http://erd.dli.mt.gov/. Contractors are required to have registered with the DLI prior to bidding on this project. All laborers and mechanics employed by Contractor(s) or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of the United States and the state of Montana in accordance with the schedule of Davis-Bacon prevailing wage rates established by the United States Department of Labor and the schedule of Montana Prevailing Wage Rates established by the Montana Department of Labor and Industry included in the Project Manual. The Contractor(s) is required to be an Equal Opportunity Employer and the requirements of Executive Order No. 11246 as amended, apply to this project. Employees and applicants for employment must not be discriminated against because of their race, color, religion, sex or national origin. The requirements for Bidders and Contractors for all required Orders and Acts can be found in the Project Manual. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies and American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Each electronic bid must be accompanied by a certified check, cashier's check, or bid bond payable to the Town of Plains, in an amount not less than ten percent (10%) of the total amount of the bid. Successful Bidders shall furnish an approved Construction Performance Bond and a Construction (Labor and Materials) Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. This project is funded in part or in whole with grant/loan funding from Federal Emergency Management Agency, United States Army Corps of Engineers, Montana DOC Treasure State Endowment Program Montana DOC Community Development Block Grant Program, Montana Department of Natural Resources and Conservation and Montana Water Pollution Control State Revolving Fund. Award of the project will be contingent upon receiving funding and award concurrence by these agencies. A bid may not be withdrawn after the scheduled time for the public opening of the Bids specified above unless it meets requirements and procedures outlined in Article 16.02 of the Instructions to Bidders. The Town reserves the right to reject any or all Proposals received, to waive informalities, to postpone the award of the contract for a period of not to exceed sixty (60), and to accept the lowest responsive and responsible bid which is in the best interest of the Town of Plains.
