Description | Notice is hereby given to bidders that construction of this project is being funded, in part, by a Federal Grant provided to Lancaster County from the U.S. Dept. of Housing and Urban Development and is subject to the Davis-Bacon Act of March 3, 1931, as amended. Wages must be paid by the contractors according to the U.S. Department's Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. All bidders are advised that an executed Attachment B from the Section 3 Action Plan included in the specifications must be submitted or the bid will be rejected as non-responsive. Qualified Minority and Women owned businesses (MBE/WBE) are encouraged to respond to the invitation bid. Bids must be accompanied by bid security in the amount of ten percent (10%) of the Base Bid in one of the following forms, naming The Factory Ministries as payee or Obligee, as applicable: certified check, bank cashier's check, trust company treasurer's check or bid bond in the required form by a corporate surety authorized to do business in the Commonwealth of Pennsylvania and acceptable to the Owner. The Factory Ministries reserves the right to reject any or all proposals or parts thereof or items therein and to waive any defects or irregularities in the proposals. This project is subject to the provisions of the Pennsylvania Prevailing Wage Act, Act No. 442 as amended. No proposal may be withdrawn for a period of thirty (30) days after the date established for the receipt of bids. Work shall start within ten (10) days after notification to proceed is given to the contractor by the Architect.
