PRE-SOLICITATION NOTICE / SYNOPSIS Project Description: HAFB B225 Area D Renovations Anticipated Posting Date: 23 September 2022 Solicitation Number: W9123822R0023 SAM Posting Title: USACE SPK DB Construction - HAFB B225 Area D Renovation - Hill AFB, UT SAM Posting Description: The U.S. Army Corps of Engineers (USACE), Sacramento District (SPK), anticipates solicitation of a requirement for a two-phase Design-Build (DB) construction services to be performed in support of the B225 Area D Renovations at Hill AFB, UT. The project is anticipated to require design-build construction services to remove and replace the roof and conduct other renovations to Building 225 at Hill Air Force Base, Utah. The project is anticipated to include design and construction requirements to remove the existing wood roof deck, roof membrane, insulation, and substrate, which will be replaced with a new structure to eliminate the "sawtooths," a new steel deck, rigid insulation, and single-ply membrane PVC roof. It is anticipated that a sufficient area of slab on grade around steel column base connections must be removed to construct the seismic strengthening of structural steel elements, that steam and condensate piping must be removed and temporary caps at steam penetrations at the walls will be installed, and that fire sprinkler systems under the sawtooths will be removed and relocated to the new upper roof, as required by code. Design, demolition, and reconstruction of existing office space along the North-South direction of the middle of the building will be required, consistent with the South, Center, and North zones of the ground floor. The build user prefers that work in this space only effect the area in the current phase of the project; advance coordination with as much notice as possible will be required. It is anticipated that construction must be completed outside building user work hours. It is estimated that design and construction of the potential requirement can be completed within 730 calendar days. In accordance with DFARS 236.204(ii) the magnitude of construction is estimated to be $25,000,000.00 and $100,000,000.00. The Government intends to solicit a Request for Proposals (RFP) that will result in award of a Firm-Fixed Price contract. The solicitation is anticipated to be issued using North American Industrial Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $39,500,000 annual revenue. Product Service Code (PSC) is anticipated to be Z2BZ. Repair or Alteration of Other Airfield Structures. The solicitation is anticipated to be issued an unrestricted, full and open competition through the Governmentwide Point of Entry (www.SAM.gov) on or about 7 OCT 22 with proposals tentatively due 7 NOV 22. It is currently anticipated that the Government will conduct a pre-proposal conference and/or site visit on or about 17 OCT 22; the specific date, time, location, and access requirements will be identified in the solicitation. Please DO NOT request an updated schedule if the estimated dates are surpassed; the Government will release all information publicly on SAM.gov when available, and requests for an updated posting schedule may be ignored. All prospective Offerors and their Subcontractors must be registered in the System for Award Management (SAM - www.SAM.gov) and the Procurement Integrated Enterprise Environment (PIEE) website to be able to download solicitation information. Solicitation documents, plans, and specifications are only available to be download from PIEE, which may be accessed at https://wawf.eb.mil OR https://piee.eb.mil OR https://piee.eb.mil/xhtml/unauth/home/login.xhtml. Registration should be completed one (1) week prior to the anticipated solicitation release date. USACE will not notify Offerors of any changes to the solicitation; Offerors must monitor PIEE and SAM for the solicitation to be posted, and for any posted changes or amendments. See attachments "PIEE Solicitation Module Vendor Access Instructions", "SOP PIEE Proposal Manager Offeror", and "SOP PIEE Posting Offer" for instructions on getting access to the PIEE Solicitation Module and submitting Offeror proposals. Copies of the solicitation and the solicited plans and specifications will be made available for inspection without charge after the solicitation is released, when accessed through PIEE. The ONLY Interested Vendors / Plan Holders / Bidders List is available through SAM.gov; Contractors are responsible for identifying their entity as an interested vendor and contacting other interested vendors. USACE SPK will not review capabilities statements submitted in response to this Synopsis or coordinate partnering arrangements between parties. Contractors should check SAM.gov frequently for changes to the interested vendors list and this Notice.
