Description | The work to be performed by the consultant consists of preliminary engineering and project planning, environmental review and permitting, right-of-way acquisition, and preparing final plans, specifications, reports, and cost estimates for the installation of a stormwater tightline and non-motorized improvements on approximately 0.61 miles of Louis Thompson Hill Road. The final limits and improvements of this project have not yet been determined, and the CONSULTANT is expected to help staff and City Council finalize the project scope based on available budgets and project benefits. During the completion the CITY’s Zackuse Basin Plan, preliminary engineering looked at three different project elements including (1) a lower tightline between 205th Ave NE and 210th Ave NE, (2) an upper tightline between 210th Ave NE and 210th Pl SE, and (3) nonmotorized improvements including curb, gutter, and sidewalk through the corridor. If the CITY proceeds with all three elements, the current construction and design phases are estimated at $5.8 million and $1.3 million, respectively. It is anticipated this contract work will begin in 2021 and continue through 2022 with construction advertisement in 2023. Construction of this project must be completed prior to the end of 2024 per existing funding stipulations. The CONSULTANT is required to follow the latest WSDOT Local Agency Guidelines (LAG) Manual with the understanding that possible County, State, Federal and/or other funds may be reimbursable for the planning and design of this project. The CONSULTANT will be held to Federal EEO requirements on federally funded projects. |
