Description

**As of November 15, 2022, no bid received for this project. No definite date for the rebid.** This project, with Lake County, will involve the construction of safety improvements along CR 452 from CR 44 to the Lake/Marion County Line. The approximate length of improvements are 8.928 miles. The project scope involves construction of 8-foot-wide shoulders (5-foot-paved: Type B stabilization, base, super pave asphaltic concrete, and frictional course with a safety edge) along all the curves of CR 452. Other construction activities include clearing and grubbing, mobilization, maintenance of traffic, erosion control, excavation, embankment, driveway improvements, signing and pavement markings (including profiled thermoplastic pavement markings), drainage improvements, and sodding. The intersection improvement of CR 452 and CR 44 includes traffic signal reconstruction from a diagonal span system to a box span signalized intersection. This includes pull and splice boxes, conduit, electric power service, traffic controller assembly, signal priority and pre-emption system, vehicle detection system, internally illuminated sign and luminaire bracket arms. A small portion of widening work is proposed and will include construction of Type F curb, 5-foot paved shoulder with safety edge along CR 452. At Goose Prairie Road, a left turn lane will be constructed (westbound) for approximately 1500 feet and CR 452 will be milled and resurfaced 1-inch to accommodate the new turn lane. At Felkins Road, the intersection will be realigned/reconstructed and will also include signing and pavement markings. Utility coordination is anticipated and UWS have been secured. Proprietary products certifications have been obtained for using Naztec Regional TS2-1 controller assembly with a TS2-2 ethernet enabled controller and Type 6 cabinet with generator switch bow panel; GTT Opticom Preemption; Wavetronix radar detection. Gopher tortoise relocations are anticipated at least for 4 locations. The County shall construct the project within the limits of the existing right of way. There are seven parts to this bid. The base bid, Alternate #1, Alternate #2, Alternate #3, Alternate #4, Alternate #5, and Alternate #6. Lake County is seeking a balanced bid from the potential contractors and Lake County will be looking to award to the contractor that has the lowest most responsive cumulative cost. The six alternate bids are additional quantities to the proposed base bid and are explained in the approved construction plans and the addendums. Bids may be withdrawn prior to the date of opening, but no bids may be withdrawn for a period of sixty (60) days after the date of opening of bids. All bids must be accompanied by a Bid Guarantee acceptable to the County Attorney, which shall be one of the following; bid bond or letter of credit, in the sum of five percent (5%) of the base bid and made payable to Lake County. Said bid bond or letter of credit shall be a guarantee that should the bid be accepted, the bidder will, within ten (10) days after written notice of the award of the contract, enter into a contract with Lake County for the services proposed to be performed and will at that time furnish an acceptable contract surety. Cash, company or personal checks will not be accepted. Bidders are encouraged to review the plans, specifications, and bid forms prior to the mandatory pre-bid conference so that questions may be presented at that time. The Board of County Commissioners reserves the right to reject any or all bids, to waive formalities, and to award the contract in the best interest of Lake County, Florida.
