Description

The James City Service Authority (JCSA) owns water and wastewater pipelines that are located within permanent easements throughout James City County. Over 150 miles of easements must be maintained by the JCSA in order to keep utility pipelines accessible. The condition of these easements with respect to vegetative cover varies. Some are fairly open while others are heavily overgrown with trees and brush. JCSA’s primary objective is to keep the easements free of trees and shrubs. Other natural grasses, legumes and wetland vegetation do not pose a problem, and are encouraged to provide soil stability and erosion control. Easements typically are centered on, and follow, pipeline alignments. The majority of the easements are 20’ in width, but widths may vary between 10’ and 30’ or more. JCSA is seeking contract services to cut trees and shrubs and/or apply Herbicide Treatment within the easements. Easements that have small saplings and shrubs that can be managed by applying an Herbicidal treatment to the foliage shall be addressed in that manner. Treatment shall consist of an EPA approved foliar application of an herbicide mixture intended for use in wetland and aquatic environments. The herbicide used shall effectively kill existing trees and shrubs, and prevent re-growth of treated vegetation.
