Description

The Town of Nantucket, Massachusetts, acting through its Town Administration, the Awarding Authority, invites sealed bids for the construction of the Nantucket Harbormaster Building located at 34 Washington Street, Nantucket, MA 02554, in accordance with Project Manual dated December 12, 2022. All bids for this Project are subject to the provisions of Massachusetts General Laws, M.G.L c. 149, 44A-J, 810 CMR 9.00 and minimum wage rates as required by M.G.L. c.l49 26 to 27H inclusive. General bidders must be certified by the Division of Capital Asset Management & Maintenance (DCAMM) in the following category of work: General Building Construction and must submit a current DCAMM Certificate of Eligibility and a signed Update Statement (CQ3). SCOPE OF WORK: The Project consists of: Demolition of the existing Harbormaster Building and construction of a new Harbormaster Building and associated site work. Construction can begin on September 1, 2023. The Work is estimated to cost: $3,000,000.00 SUB-BIDS: Bids from sub-bidders who have been certified by the Massachusetts Division of Capital Asset Management and Maintenance (DCAMM) are invited for the following sub-trades: Roofing Painting Elevator Plumbing HVAC Electrical Bids for the sub-bid work for all trades listed above will be received at the Nantucket Public Safety Facility and will be addressed to: Nantucket Police Department Attn: Deputy Chief Charles Gibson 4 Fairgrounds Road Nantucket, MA 02554 General Bids will be received until 2:00 PM, prevailing time on March 2, 2023 and publicly opened. Filed Sub-bids for the trades listed below will be received until 2:00 PM, prevailing time on February 9, 2023 and publicly opened. Filed sub-bids will be required and taken for the following classes of work: Roofing Painting Elevator Plumbing HVAC Electrical General and Sub-Bidders may obtain complete sets of the Bidding Documents, including Bid Forms, online at https://www.nantucket-ma.gov/bids.aspx, for a downloadable set of the Bidding Documents. Addenda, if any, will be issued online. Any contract regarding this bid must be approved by the Town of Nantucket and the Town reserves the right to reject any and all proposals if it is in its best interest to do so. Sealed bids will be received up to dates and times listed above for General and Filed Sub-Bids at the Nantucket Police Department Administrative Office, 2nd Floor; 4 Fairgrounds Road, Nantucket, MA 02554 until the time specified above at which time the bids will be publicly opened and read. Every General Bid and every Filed Sub-Bid shall be accompanied by a bid deposit, in an amount not less than five percent (5%) of the greatest possible bid amount (considering all alternates), in the form of a bid bond in a form satisfactory to the Town of Nantucket, with a surety company qualified to do business in the Commonwealth of Massachusetts, and conditioned upon the faithful performance by the principal of the agreements contained in the respective general bid, and made payable to the Town of Nantucket. A non-mandatory pre-bid conference will be held on January 17, 2023 at 11:00 AM. local time at the project location at: 34 Washington Street, Nantucket, MA 02554. Each bidder is advised to visit the site of the proposed work, become fully acquainted with conditions as they exist, and thoroughly examine the Contract Documents. Failure of any bidder to visit the site and to examine the Contract Documents shall in no way relieve the bidder from any obligation with regard to the bid as submitted. Arrangements for site visitation, during the bidding period, may be made in the manner set forth in the INSTRUCTIONS TO BIDDERS. The successful General Bidder will be required to provide a performance bond, and a labor and materials payment bond, issued by a company authorized to do business in Massachusetts and satisfactory to the Awarding Authority, each bond being in the amount of 100 percent of the Contract Amount. The minimum wages to be paid for all labor on the project are established in a schedule issued by the Commissioner of Labor and Industries, in accordance with Section 26A - 27D inclusive, of Chapter 149 of the M.G.L., as amended, said schedule being made a part of the Contract Documents and is included therein. All Subcontractors on this Project in categories subject to prequalification procedures of M.G.L. Chapter 149, Section D3/4-F shall be required to assume the cost of performance and payment bonds and are directed to incorporate the cost of these bonds in their bid prices. This requirement applies to categories subject to prequalification but for which no subcontractor was prequalified. General Contractors should not include said costs for subcontractor bonds in their bid prices required to provide bonds pursuant to M.G.L. Chapter 149, Section 44D3/4-F. Materials, equipment and supplies to be used on this project are exempt from sales tax to the extent provided by M.G.L. Chapter 64H, Section 6(f). The bidder agrees that its bid shall be good and may not be withdrawn for a period of 45 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town of Nantucket reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town of Nantucket.
