Description

Budget. At its Town Meeting March 28, 2023, the Town approved a project to install a photovoltaic system on municipal property, earmarking $160,000 for the project (the Project). 2. System Size. Determination of the actual Project design, terms, location, and number of panels will follow review of all responses to this Request for Proposals (RFP). Project Proposals should describe a grid-connected, net-metered, solar photovoltaic system. Project goals are (1) to produce 50,000 kWh annually and (2) to start up power generation within 12 months of a signed and bonded contract. While this annual generation is the goal, Proposals that have expected annual generation below this will still be considered and may be selected based on the selection criteria. 3. Utility Coordination and Permitting. The selected Proposal Respondent (the Respondent) shall prepare appropriate applications and submittals to Eversource for a net-metering project, which may include power factor analysis, short circuit protection studies, grid wiring adequacy or capacities of upstream switches or transformers. If such submittals are required by Eversource, these requirements shall be fulfilled by the proposing entity at no additional cost to the Town. The Respondent shall arrange and conduct appropriate inspections required by the electrical utility for interconnection authorization. The Respondent shall prepare and submit documentation as required for the Town to secure funds from available federal, state, and utility company rebate and incentive programs. The Respondent will be responsible for obtaining all Utility and State permits prior to the initiation of any work. The Select Board will obtain Town permits based on the Respondent's plan. Review and approval may also be required to satisfy local zoning requirements. Questions and Requests for Follow-Up Information Respondents should direct questions and requests for follow-up information by email to the Select Board Office: TownHall@HarrisvilleNH.org no later than May 31, 2023. a. Photovoltaic Panels. Monocrystalline: Listed to UL 1703, IEC 61215 and 61730, ISO 9000 or 9001; per NFPA 70 NEC 110, 690. Modules must be certified to UL 1703 - "Flat-Plate Photovoltaic Modules and Panels". Bypass diodes shall be built into each PV module either between each cell or each string of cells. Hail Protection: Compliant with testing procedure per ASTM E-1038. Lightning Protection: Ground according to manufacturer instructions per UL 1703. b. Grounding. Array frame shall be installed in accordance with NFPA 70, NEC 250 and 690. Ground according to manufacturer instructions per UL 1703. Grounding and bonding of AC and DC systems of the Solar PV system done in accordance with NFPA 70, NEC 250 and 690. c. Switch and disconnecting means shall be in accordance with the NEC. Means of disconnect shall be UL-listed. Utility External Disconnect Switch (UEDS) shall be compliant with NH PUC 900 Rule and the utility requirements for the specific PV system and interconnection design. d. Rapid shutdown devices shall meet UL 1741 and NEC 2017 requirements. e. DC-AC Inverter shall have integrated DC and AC disconnects and overvoltage protection, integrated signal for module-level rapid shutdown compliance to NEC 2017 and DC AFCI arc-fault protection certified to new Standard UL 1699B Ed. 1. Inverters must comply with IEEE 929-2000 - "Recommended Practice for Utility Interface of Photovoltaic Systems" and UL 1741 - "Standard for Static Inverters and Charge Controllers for use in Photovoltaic Systems". f. Data Logger/Monitoring System. Provide a packaged system capable of string-level monitoring or in the case of micro-inverters, capable of monitoring and logging an individual module's information. Include data acquisition sensors to measure irradiance, wind speed, and ambient and PV module temperatures. Sensors shall require a conduit separate from the current conductor conduit. 6. Quality Assurance, minimum requirements as follows: - Include provision for a 5-year manufacturer's warranty against defects in materials and workmanship, and a PV panel manufacturer's warranty with respect to power output that continues for a total of 25 years; the first 10 years at 90% minimum rated power output and the balance of 15 years at 80% minimum rated power output For Inverters, furnish a minimum 10-year manufacturer's warranty against defects in materials and workmanship. - Racking for solar photovoltaic system designs shall be prepared under the signature of a NH licensed Professional Engineer (PE). Among the documents that shall be submitted by the licensed engineer are environmental loading analyses (including wind, snow and where applicable, seismic) and the rack and substrate's ability to withstand these environmental forces. - Electrical installation work must be done by NH licensed electricians. 7. Commissioning process. Upon completion of acceptance checks, demonstrate that the solar photovoltaic system is in good operating condition and properly performing the intended function. Operate for a minimum of 30 days without any system, equipment, or monitoring malfunctions. Record system operations and malfunctions for this time period. If a malfunction occurs, re-start diagnostic period after corrective measures are completed. Submit detailed reports of the inspection and testing results and any corrective actions taken. 8. Municipal Sites. Determination of the Project location will follow review of all responses to this RFP. Respondents may consider 3 municipal properties in any configuration (ground or building based). All site visits should be escorted by a designated town official, Refer to Sites Tour dates, page 1. o Site 1: 705 Chesham Road, Town Hall. A ground-mounted solar array was installed in 2011 and is under NEM 1.0 terms. The Town will review all designs presented to expand the existing PV system or replace it. o Site 2: 18 Willard Hill, Willard Hill Highway Barn. This location offers two potential buildingmounted sites, both with similar solar orientation. o Site 3: 66 Willard Hill, Capped and Lined Landfill. This is a potential site for a ground mounted array.
