Project Location: East Fourth Street between Basin/Franklin Street and Penn Street Any bid received after closing time will be returned unopened. The Project consists of streetscape improvements on East Fourth Street between Basin/Franklin Street and Penn Street. These improvements include new full depth pavement, curb, sidewalk, street lighting, and landscaping along with improvements to the water distribution system.
