Description

PURPOSE: This Sources Sought Notice is to identify firms that are interested and qualified to perform the contract requirements below for Comprehensive Long-term Environmental Action Navy. The applicable North American Industry Classification System (NAICS) Code is 541330 Engineering Services. The size standard is $16,500,000.00 average annual receipts per year. LIMITATIONS: This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests, if required. This market survey is for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for the requested information. Information may be utilized for acquisition planning purposes. The Government will not provide a debriefing on the results of this survey. Respondents will not be notified of the results of this survey. All information will be held in a confidential manner and will only be used for the purposes intended. PROCUREMENT DESCRIPTION: The proposed procurement is intended to be a Cost Plus Award Fee (CPAF), Indefinite Delivery Indefinite Quantity (IDIQ) contract for Architect-Engineer Services as described below and will be procured in accordance with the Brooks Act as implemented by Federal Acquisition Regulation (FAR) Subpart 36.6. The total estimated price, including the base period and four option periods, if exercised, is not to exceed $240,000,000 for the entire contract term. There will be no dollar limit per year. The purpose of this proposed procurement is to obtain environmental technical and engineering services in support of the Navys Environmental Restoration Program at activities under the cognizance of the Naval Facilities Engineering Systems Command (NAVFAC) Southwest (SW). Under this procurement, the Contractor shall furnish environmental technical and engineering services focusing primarily on Environmental Restoration (ER) project performed under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The Contractor shall furnish technical and engineering services, field investigation services, and laboratory testing and related services to perform including but not limited to: Site Management Plans (SMPs), Community Relations Plans (CRPs), Preliminary Assessment/Site Inspection (PA/SI), Remedial Investigation/Feasibility Study (RI/FS), Proposed Plan/Record of Decision (PP/ROD), Engineering Evaluation/Cost Analysis (EE/CA), Remedial Design (RD), Remedial Action Work Plan (RAWP), Post-Construction Award Service (PCAS), site closeout documentation, environmental assessments, risk assessments (human and ecological), contamination characterization, Restoration Advisory Board (RAB) support, participation on partnering teams with regulations, operation and maintenance support, and Geographical Information System (GIS) development and maintenance. Services may also include investigation stages in support of the Munitions Response (MR) Program consistent with CERCLA, progressing from PA/SI through remedial design, all in accordance with DoD explosive safety regulations. MR Program investigative services may include methodologies for Military Munitions and Munitions of Explosive Concern (MEC) detection, clearance, removal and safety, including preparation of Explosive Safety Submittals (ESS). Services may also include support addressing large and/or complex Petroleum, Oils, and Lubricants (POL) sites with multiple sources and distribution lines, including assessment characterization, testing, monitoring, and remedial action design and oversight. Services may also include support of assessments, studies, investigations, and remedial designs that include other environmental programs such as air, water, waste water, solid waste, asbestos, and hazardous substance/waste management, and complex compliance requirements requiring the integration of knowledge from several media and statues in the United States. In addition, the Contractor may be tasked to provide environmental technical and engineering services to support various other programs such as Underground Storage Tank (UST), Subsurface Oil Recovery, Asbestos Abatement, Resource Conservation and Recovery Act (RCRA), and Base Realingment and Closure (BRAC). Required services will be performed at various Navy and Marine Corps facilities within the NAVFAC SW, Northwest (NW), Pacific (PAC), Hawaii (HI), and Marianas (MAR) Areas of Responsibilities. Work will be performed predominately in California, Arizona, and Nevada, however may potentially include other location including Washington, Hawaii, other areas in the Pacific Ocean, and Southwestern and Northwestern United States. The contractor may also, on occasion, be tasked to perform work for other NAVFAC components, Department of Defense (DoD), or federal agencies as required by the Government. What is the maximum capacity of work your firm could reasonably manage while assuring effective program/project implementation and maintaining quality performance in dollars per year, task orders per year and contract man year equivalents What is the minimum and maximum dollar value for which your firm would typically consider submitting a proposal for environmental service projects/task orders Interested parties are requested to limit their responses to 10 pages with no less than 12 point font used.
