Description | TN-19607-2019 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing Morgan Contracting, Inc. is soliciting material, equipment, and subcontractor bids for the following work: Dewatering/Bypass Pumping, Aggregates, Concrete Materials, Pre/Post Videography/Photography, Erosion Control, Seeding & Mulching, Traffic Control Turnkey, Pavement/Concrete Work, CCTV/Cleaning, Pipe & Appurtenances, Clearing/Grubbing, Surveying, and Hauling among many other trades; for the Doe River Crossing Water Line Crossing in Elizabethton, TN Minority, Veteran-Owned, and Women Owned businesses are encouraged to submit bids/proposals for this work, but please consider bidding even if you are not a DBE. SUMMARY OF WORK The Project generally consists of the installation of approximately 2,600 linear feet of 12-inch restrained joint ductile iron pipe (a parallel installation) by open-cut method and installation of a proposed pipe hangar system on the existing State Route 37 bridge over the Doe River in the Valley Forge community. Also, included in the work is the installation of several gate and butterfly valves, a metering vault, fire hydrant, connections to existing 8-inch, 12-inch, and 16-inch CIP lines along State Route 37, Riverview Drive, and Howard Lipford Drive. 1.2 PROJECT PAYMENTS AND RETAINAGE A. The Owner may retain a portion of the amount otherwise due the Contractor. Except as provided elsewhere, the amount retained by the Owner shall be limited to the following: 1. Withholding of not more than 5% of the payment claimed until work is substantially complete. 2. When the work is substantially complete (operational or beneficial occupancy), the withheld amount may be further reduced below 5% to only that amount necessary to assure completion. 3. The Owner may accept securities negotiable without recourse, conditions or restrictions, a release of retainage bond or an irrevocable letter of credit provided by the Contractor in lieu of all or part of the cash retainage. B. For unit price projects, the Contractor shall use the "Unit Bid Item Summary" form included with these specifications. C. Sales Tax Statement: When requested by the Owner, each request for progress payment submitted by the Contractor shall include a sales tax reimbursement statement.
