The plan will extend the Capitol Complex pedestrian mall from 15th to 16th Street, completing the outdoor shopping area that stretches to Martin Luther King Jr. Boulevard. A new office structure will replace a childcare center and parking lot at the intersection of West 15th Street and Lavaca Street. A second structure will replace the Texas DPS district office at West 15th Street and Congress Avenue. The second phase of the project will extend the underground parking structure to follow the path of the pedestrian mall to add space for 2,550 cars. Extending underground parking may allow the demolition of above-ground parking in the area and use the land for future building projects. The second phase of the Capitol Complex Project should be completed in 2025. _________________________________________________________ As of June 22, 2022, this designer has been selected for this project. *The previous solicitation is listed below for reference TFC is requesting submittal of qualifications to provide prime professional architectural/ engineering (A/E) services for Project #20-028-8011, for two new state office buildings, associated parking structures, and extension of pedestrian mall (Capitol Mall) within the Capitol Complex in Austin, Texas. The project includes all aspects of the planning, development, architecture, engineering, design, procurement, demolition, renovation and construction of facilities and improvements for Phase Two of the Capitol Complex project. It is the intention of TFC to award a Contract for full prime professional architectural/engineering (A/E) services for the term of the project. Services undertaken pursuant to this RFQ will be required to commence within ten (10) calendar days of delivery of a Notice to Proceed. The Project associated with the services requested in this solicitation is anticipated to be sixty (60) months. STATEMENT OF WORK The A/E shall provide the architectural, engineering, scheduling, cost estimating and all other necessary services. A/E services shall be comprehensive in nature and will include programming, conceptual design, schematic design, design development, construction documents, solicitation assistance, construction administration, warranty management, and project close-out assistance. Specialized professional services will be required including, but not limited to: life cycle costing; utility infrastructure design; interior design; acoustics; lighting; food service; wayfinding signage and graphics; and landscape design. The construction of the project will be implemented using a Construction Manager at Risk (CMR) delivery process. The construction of the project will be divided into different stages, each with different dates for implementation and completion under separate Guaranteed Maximum Price (GMP) contract amendments or separate contracts, which require the A/E's issuance of multiple design packages. The number of design packages will be determined by TFC in cooperation with the A/E and CMR as reasonably necessary to execute the project in a logical and efficient manner. The project will require close coordination with the City of Austin, Travis County, and other governmental jurisdictions to secure agreements and permits. The project will also require multiple presentations to stakeholders and interested parties, as well as, ongoing communication to the general public. A/E services shall be offered with the understanding of full compliance with non-discrimination requirements of the State of Texas by the A/E.
