Description

The Project is located at 1212 River Forest Rd., Evansdale, IA and includes the following Work: 1. Wastewater Treatment Plant site earthwork, approximately 11,000 CY, including flood protection berm, site grading, and excavation for structure foundations. 2. Construction of new Headworks Building housing plant power distribution, controls, laboratory, screening, grit removal, flow measurement, and flow control equipment. 3. Construction of new Anaerobic and Anoxic Treatment basins, and Internal Mixed Liquor Recycle lift station. 4. Construction of a new UV Disinfection Building and plant effluent lift station. 5. Construction of new flow control structure and treatment plant return lift station. 6. Site work, site restoration, crushed stone paving, miscellaneous piping, and other miscellaneous work. 7. Standby power systems at the Wastewater Treatment Plant. 8. Electrical, Instrumentation and Controls. 9. All other work required by the Contract Documents. Site Directions: The Project is located at 1212 River Forest Rd., Evansdale, IA. All bids must be filed in the office of the City Clerk before the time herein set, on forms furnished by the Owner, and must be enclosed in a separate sealed envelope and plainly identified. Each bid shall be accompanied by bid security as defined in Iowa Code Section 26.8, and in the amount of 5% of the total amount of the bid, as specified in the Bidding Documents, as security that if awarded a contract, the bidder will enter into a contract at the prices bid and furnish the required performance and payment bonds and Certificate of Insurance. Each successful Bidder will be required to furnish Performance and Payment Bonds acceptable to the Owner on forms provided in the specifications in amounts equal to one hundred percent (100%) of the contract price. Work on the improvement shall commence within 30 days after the Effective Date of the Contract, or on the day indicated in the Notice to Proceed. The Notice to Proceed will be issued upon approval of the contract and bonds by the City Council and be completed as stated below. The work on the UV Disinfection System shall be substantially completed on or before March 15, 2024, all other work shall be substantially completed on or before December 31, 2024 and the work shall be completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions on or before June 1, 2025. Failure to meet either the Substantial Completion dates or Final Completion date will result in liquidated damages of $1,500.00 per calendar day. To the extent allowed by Federal law and regulation, and to the extent required by Iowa law, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference allowed shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident. Failure to submit a fully completed Bidder Status Form with the Proposal may result in the Proposal being deemed nonresponsive and rejected. The Owner hereby reserves the right to reject any or all bids, to waive informalities and irregularities, and to enter into such contract or contracts as it shall deem to be in the best interest of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the state of Iowa. Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7:30 AM and 4:30 PM, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $150 for each set. Bidders who return full sets of the Bidding Documents in good condition within 10 days after receipt of Bids will receive a full refund. Non-Bidders, and Bidders who obtain more than one set of the Bidding Documents, will receive a refund of the deposited amount for documents returned in good condition within the time limit indicated above.
