Description

Four Oaks, North Carolina is soliciting Sealed Bids for Pedestrian Improvements from qualified contractors for streetscape improvements in Four Oaks, N.C. The project consists of a series of pedestrian and vehicular roadway improvements in support of the Town of Four Oaks. The project drawings are compiled into one (1) set with one (1) set of specifications. Scope of the project is to include all labor, materials, equipment, supervision, insurance, permits, inspections, taxes, disposal, and all other items necessary for the successful completion of the project. The Work generally consists of roadway and streetscape improvements to include, but not limited to specialty paving, concrete and asphalt paving, concrete sidewalks and curbs, roadway milling and resurfacing, stormwater, and landscaping. This project is being funded in whole or in part by a $900,000 Community Development Block Grant Program (CDBG) grant with the remaining being financed through local funding. All federal CDBG requirements will apply to the contract. Bidders on this work will be required to comply with the President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 4o CFR 33.240. All final questions and requests for information are due by the close of business on August 19, 2022. An addendum will be released no later than 7 days prior to bid due date. Due to the need to send original copies to the design team, two (2) original copies will be required to be submitted. Bids received after the announced time and date for submittal, whether by mail or otherwise, will be rejected. Bidders are responsible for ensuring their Bid is received before the deadline indicated. Bids submitted by telephone, email, text message, or facsimile shall not be accepted. The Town of Four Oaks will conduct the bid opening after bid deadline has passed. Town of Four Oaks reserves the right to reject any or all bids, any part of a bid, and to waive informalities, minor irregularities, and technicalities in the bidding procedure. No bid may be withdrawn for a period of thirty (30) days from the date of opening.
