Description

US Army Corps of Engineers, Walla Walla District publicly announced the requirement for an Architect-Engineer Services Single Award Task Order Contract (SATOC) for Structural and Mechanical Instrumentation, Monitoring and Analysis on SAM.gov under Solicitation W912EF22R0024. Only two responses were received that were determined to be Most Highly Qualified firms. In accordance with 40 USC 1101 and Federal Acquisition Regulation (FAR) 36.602-1(c), the Government is required to hold discussions with at least three most highly qualified firms. In accordance with FAR 6.302-1(a)(2), the services required by the agency are only available from a limited number of responsible sources since there are not three most highly qualified firms. The Government intends to proceed with this requirement with only two most highly qualified firms, Bridge Diagnostics, Inc. (BDI) and Wiss, Janney, Elstner Associates, Inc. (WJE). This requirement for Architect-Engineer Services for Structural and Mechanical Instrumentation, Monitoring and Analysis are primarily required for various Walla Walla District Civil Works projects. Projects will be primarily located within the states of Washington, Oregon, and Idaho; however, work may be assigned at the location of other Northwestern Division USACE Districts (Seattle, Portland, Kansas City, and Omaha) requesting assistance. The work to be performed under this SATOC will consist of, but not limited to, furnishing all necessary labor, materials, supplies, and equipment required for Architect-Engineer Services as defined in the contract and specified by individual task orders. The scope of the SATOC will include, but not be limited to: --Install instrumentation on structural gates, such as spillway, tainter, miter, lift, stoplogs, bulkheads, and supporting frame members, and mechanical equipment, such as shafts, gear boxes, and bull gears. Instruments will be either temporary or permanently installed. Typical readings to gather include stress, strain, torque, displacements, pressure, positions, rotations, and acceleration; --Perform monitoring of structural and mechanical instruments. This requires periodic reading of instrumentation data stored in dataloggers. --Conduct analysis of the test results. Team conducting the analysis much include at least one registered Professional Engineer. --Individuals installing instruments on structures or mechanical equipment that requires climbing inspections shall be SPRAT Level I qualified. A SPRAT Level III individual must be present for these types of operations and EM 385-1-1, USACE Safety Manual, must be followed at all times. --Automated data acquisition to receive and process data from more than 50 sensors simultaneously. Gathered data sets must be compatible with and presented in Microsoft Excel. The North American Industry Classification (NAICS) for this requirement is 541330, and the size standard is $25,500,000.
