Description

*As of March 14, 2023, a general contractor has been awarded and construction is underway. In 2016, Henrico County citizens voted to approve bond referendum funding for five categories of public facilities, one of which allocated $87.1 million for parks and recreation projects. Of this total, approximately $19 million is dedicated to Taylor Farm Park, a 99.209 acre County-owned parcel at 200 Whiteside Road in Sandston, Virginia. Master planning and design began in Spring of 2021 and final permitting and approvals are now secured. Henrico County Recreation and Parks is advertising this project for bid and is eager to move into the construction phase of the project. Taylor Farm Park will be a regional destination and unlike any other park in the County, rich with dynamic recreation opportunities. While nearly 100 acres in total, development of this project is limited to around 28 acres of disturbance, with approximately 18 acres in delineated wetlands (less than 0.5 acres of which will be disturbed), and the balance of the site preserved in forest. The park consists of five main areas, connected by an internal park road referred to as Fallen Heroes Road and a network of pedestrian trails and boardwalks. The five main areas of the park are as follows: Event Lawn & Memorial Garden Area, Active Sports Area, Nature-Based Play Area, Neighborhood Activity Area, and Farm Interpretive Area. The Event Lawn & Memorial Garden area consists of a lighted parking lot totaling 67 spaces, an event lawn with plaza, event lighting, furnishings, an open-air shelter, a restroom building and associated utilities, walkways, and a memorial area commemorating fallen public safety and armed service members in the surrounding communities. The Active Sports area consists of two lighted parking lots totaling 99 spaces, a 17,000-square-foot skate park, a 13,000-square-foot pump track, a 1,000-foot-long bike skills course, walkways, furnishings, an open-air shelter, and a restroom building and associated utilities. The Nature-Based Play Area consists of a lighted parking lot totaling 102 spaces, a 2,000-square-foot spray park, a 3,800-square-foot mist mound feature, a 250-foot-long play stream feature, two pump buildings for the three water play elements, an open play lawn, a 39,000-square-foot playground area with custom-designed equipment, walkways, furnishings, an open-air shelter, and a restroom building and associated utilities. The Neighborhood Activity Area consists of a 10,000-square-feet playground area with custom-designed equipment, a 2,400-square-foot outdoor fitness area, an open play lawn with hammocks, walkways, furnishings, two open-air shelters, and a restroom building and associated utilities. The Interpretive Farm Area consists of a collection of garden spaces, walkways, furnishings, and a restroom building and associated utilities. Fallen Heroes Road will be constructed as part of the project and will begin with a small traffic circle at the entrance of the park at Whiteside Road and continue through the park for approximately 2,250-linear-feet until intersecting further south on Whiteside Road. The internal road will provide access to the parking lots associated with the various areas of the park. Road improvements including a turn lane and minor widening along Whiteside Road are also required as part of the project. A 10-foot-wide shared use path, referred to as the Loop Trail is included and will stretch over 1.1-miles, including 506-linear-feet across three timber bridges, making a pedestrian loop around the park. The Wishbone Promenade consists of a 10-foot-wide shared use path stretching approximately 2,450-linear-feet, including 610-linear feet across three timber bridges. Two boardwalk segments totaling approximately 990-linear-feet will connect pedestrians with other areas of the park and will allow for more direct access to view wetlands within the park. Other trails include a nature trail and various connector trails as shown on the contract documents. Please note that the approved Plan of Development includes the entire buildout of the park, but the construction documents intended for bidding specifically exclude several programmatic items of the park to reduce the overall construction cost and adhere to available funding. These areas are delineated as "NOT IN CONTRACT" on the contract documents and are generally described by the following features of the park: Neighborhood Activity Area, Farm Interpretive Area, two Boardwalk Segments, Connector Trail, and Nature Trail. Additionally, two additive alternates are requested as part of the bid. The first additive alternate includes the restroom and associated utilities in the Event Lawn and Memorial Garden Area and the second additive alternate includes the pedestrian walkway through the middle of the park, referred to as the Wishbone Promenade which includes two Timber Bridges. The construction program for this park is unique and highly specialized and emphasis should be placed on minimizing disturbance to preserved forested areas and wetlands, individual tree preservation where necessary, erosion and sediment control measures, minimization of disturbance to neighboring residential areas, and other considerations that may be noted during the pre-bid meeting. Success on this project is measured by a timely delivery of the special, top-notch construction program resulting in the region's most dynamic public park, ready for Henrico County Recreation and Parks staff to operate and maintain for all to enjoy. CLARIFICATION DEADLINE 11/28/2022 11:59 PM The Work consists of constructing a public park at 200 Whiteside Drive, Sandston, Virginia 23150. Major components consist of: 1. Memorial Garden & Event Lawn Area including a parking lot, an event lawn, a memorial garden and associated sidewalks and trails, and an additive/alternate restroom building. 2. Active Sports Area including multiple parking lots, a pump track, skate park, bike skills course, pavilion, restroom building and associated sidewalks and trails. 3. Nature-Based Play and Exploration Area including a parking lot, splash pad, mist mounds, interactive stream, multiple pieces of structured play equipment, a pavilion, a restroom building and two pump buildings for water-based play features. 4. Nature-Circuit including an asphalt loop trail around the property with connectivity to existing neighborhoods to the north and west, and multiple pedestrian and vehicular bridges along the trail route. 5. Whiteside Road will be improved by providing a traffic circle east of the county property along Whiteside Road, widening of Whiteside Road to provide Henrico required minimum lane width and a right-turn lane at the southern entrance to the park. Two dry detention ponds will also be constructed to manage stormwater. 6. Fallen Heroes Road will be constructed through the park property, on the eastern side of the park. The road will be a two-lane road providing connectivity between the different areas of the park. There will be two culvert crossings of wetland areas.
