The U.S. Army Corps of Engineers, Galveston District Office, Galveston, Texas requires a contract for the Single Award Task Order Contract (SATOC) Matagorda Ship Channel, Peninsula to Point Comfort in Calhoun and Matagorda Counties, Texas, Maintenance Pipeline Dredging. Please NOTE this solicitation requires offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. Project Information: Base Ordering Period "Seed Project" - The work consists of Schedule 1 - Maintenance dredging of Matagorda Ship Channel approx.1,673,000 cubic yards from Stations 12+000 to 65+000; Option 1, maintenance dredging of Matagorda Ship Channel, Texas approx. 1,931,000 cubic yards from Stations 65+000 to 118+502; Option 2, maintenance dredging of Gulf Intracoastal Waterway, approx. 211,000 cubic yards from the Gulf Intracoastal Waterway from Station 956+000 to 964+000. Completion Time: "Seed Project" Completion time for Schedule No. 1 is 100 calendar days; Option 1 completion is 107 calendar days; Option 2 completion is 21 calendar days. SATOC Ordering Period: Base Ordering Period and (4) Optional Ordering Periods for a total of (5) years. If the contractor fails to complete the work within the time specified per task order, the contractor shall pay liquidated damages to the Government in the amount of $3,598.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (5) calendar days after award per task order. The contractor shall begin work within (10) calendar days after receipt of the notice to Proceed. The Solicitation issued will be Firm Fixed Price. The magnitude of the SATOC contract is not to exceed $50,000,000.00 over a five-year period. The solicitation is advertised as "UNRESTRICTED" full & open competition to both large and small businesses. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is $30 Million (Dredging). The solicitation will be issued on or about 10 February 2022. Response date will be 15 March 2022. (All proposals shall be submitted electronically per Section 00 21 00 of the solicitation).
