Description | It is the intent and purpose of these contract documents to provide for replacing and abandoning approximately 793 lineal feet of 12" sanitary sewer with 15" sanitary sewer in the easement in approximate alignment with Willard St and then along Commerce St to U.S. Hwy 190 for the City of Madisonville in Madison County, Texas. CONTRACTOR TO PERFORM ALL WORK AS INDICATED. This contract shall provide for the necessary labor, equipment, tools, materials, and all other related construction for the proposed project. Each proposal shall be accompanied by a bid guarantee of not less than 5% of total bid amount, as a guarantee that the bidder will enter into a contract and execute the required bonds within ten days after notice of award. At the option of the bidder, the guarantee may be one of the following: a. Cashiers check or certified check upon a national or state bank, payable to City of Madisonville. b. Negotiable U.S. Government bonds (at par value). c. Bid bond from a surety company listed in the latest issue of U.S. Treasury Circular 570, such bid bond being within the maximum amount specified for such company in that publication Bids without such guarantee will not be considered. Award of this contract will be made on the basis of the lowest responsive responsible bid. The right is reserved as the interest of the Owner may require, to reject any or all bids, and to waive any informality in bids received. The successful bidder must furnish Performance Bond and Payment Bond on the forms provided in the amount of five percent (5%) of the total contract price from a Surety or other Sureties acceptable to the Owner. A certified check or bank draft payable to the Owner or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. The Owner reserves the right to award the contract at any time within sixty (60) days after bid opening. ALL REQUEST FOR INFORMATION SHALL BE RECEIVED BY Friday, July 8, 2022 AT 2:00 pm. The project to be constructed will be financed with assistance from the Texas Department of Agriculture (TDA) under the U.S. Department of Housing and Urban Development Community Development Block Grant (CDBG) program and is subject to all applicable Federal and State laws and regulations. Attention is called to the fact that not less than the federally determined prevailing (DavisBacon and Related Acts) wage rate, as issued by the Department of Labor and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin. Adherence to the grant recipients Section 3 Policy is required for contracts and subcontracts. A contract award must not be made to parties listed on the government-wide Excluded Parties List System in the System for Award Management (SAM), in accordance with the OMB guidelines at 2 CFR 180 that implement Executive Orders 12549 (3 CFR Part 1986 Comp., p189) and 12689 (3 CFR Part 1989 Copm., p. 235). All contractors/subcontractors that are debarred, suspended or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project.
