Description

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed contract consisting of two (2) phases. Drainage Services (hereinafter, "Phase 1") to include amphibious excavation and Earthwork Preparation Services (hereinafter, "Phase 2"). The Pedricktown Area Complex (hereinafter, "the Complex") of dredged material disposal areas are comprised of a system of earthen dikes with approximately 1800 acres of contaminated space designed to hold dredged materials. The Complex is located in Salem County, New Jersey. The contract work will consist of providing all management, tools, supplies, equipment and labor necessary to provide drainage and earthwork preparation services at the Complex. Phase 1 consists of excavating drainage ditches along the inside perimeter of the disposal area, constructing "Finger drainage ditches" to aid in drainage and drying, maintaining drainage flow and stockpiling material in the disposal area in a manner which promotes drying. Phase 2 requires the contractor to move, push-up and place on-site material to raise the elevation of the existing disposal area and proposed lay down limits, and move, shape and compact dredged materials within the lay down limits of the existing earthen dike. Contractor is required to stockpile materials inside the disposal area in a manner that enhances the drying process and provides dry, workable materials after rain events.
