Description | Rehabilitate Runway 5-23 LED Lights and Signs. The existing Runway 5-23 lights are base-mounted and in-pavement, incandescent fixtures. This project will replace the incandescent fixtures and transformers with LED fixtures and new transformers. The existing light bases, along with the rest of the runway electrical circuits will remain. The existing Runway 5-23 signs are incandescent fixtures mounted on concrete bases. This project will replace the incandescent signs, include sign panels, and sign housing, with new LED signs. This project will also include the replacement of heaved or cracked concrete sign bases. It is assumed that up to three (3) sign bases may need to be replaced. Potential construction items include removal of the existing runway, and integral and incidental taxiway, incandescent light fixtures and transformers, removal of the existing runway and taxiway incandescent signs, installation of medium intensity elevated runway, medium intensity in-pavement runway, elevated medium intensity taxiway LED light fixtures and transformers, installation of LED signs, and installation of a new constant current regulator. Bids shall be prepared and submitted on the prescribed forms in accordance with instructions contained in the Instructions to Bidders and General Provisions (Section 20) Divisions of the Project Manual. The Johnstown-Cambria County Airport Authority expressly reserves the right to accept or reject any or all bids or to waive any informalities in the same. Each bidder must deposit with his/her proposal a bid security in an amount equal to at least 10% of the Base Bid. Said security shall be in the form and subject to the conditions given in Section 20 of the General Provisions. No bidder may withdraw his/her bid within 120 days after the actual date of the opening thereof. Successful bidders must enter into the Agreement and furnish a Contract Bond and evidence of required insurance with fifteen (15) days after notification acceptance of such proposals, all as more specifically required in the Contract Documents. Wages as predetermined by the US Secretary of Labor and Industry and included in the specifications and contract documents and/or addenda thereto shall be used by the CONTRACTOR in paying labor in connection with the work under this contract. All work under this contract shall be subject to the regulations contained in Division 8 of the Project Manual. The Johnstown-Cambria County Airport Authority, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 USC 2000d to 2000d 4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 26, Nondiscrimination in Federally assisted programs of the Department of Transportation, issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. The Johnstown-Cambria County Airport Authority is committed to assuring that small business concerns owned and controlled by socially and Economically Disadvantaged Individuals (DBE) are included in projects it sponsors. Overall goals have been established as 4.61% for Disadvantaged Business Enterprises for the fiscal year 2022. The Johnstown-Cambria County Airport Authority is committed to meeting this goal on all services provided, and the CONTRACTOR is expected to put every effort forward to meet the above DBE goal. Proposals must include the percentage involvement of Disadvantaged Business Enterprises along with the names of the firms involved, and the completed certification. Please note that certification as a DBE by the PA UCP is separate and distinct from other certification programs. The only source that should be used for verification of current eligibility of a DBE Firm is the PA UCP website at www.paucp.com.
