Description | The City of Plant City (City) is requesting proposals (RFP) from qualified, experienced, and licensed firms to provide Disaster Debris Monitoring Services and Financial Recovery Assistance required during an emergency. Such events include, but are not limited to, hurricanes, tornadoes, windstorms, floods, fires or manmade disaster(s) such as civil unrest and terrorist attacks. Other services may include facilitating communications with Florida Emergency Management Agency (FEMA), Federal Highway Administration (FHWA), the State of Florida and other federal agencies, and coordination with state insurance representatives. Qualified Proposer must have the capability and ability to rapidly mobilize and respond to potential wide-scale events. The services will be on an as-needed basis. Responses submitted after the deadline will be rejected. Responses submitted in an unsealed or incorrectly marked envelope or box will be rejected. Fax, e-mail, or telephone responses will be rejected. Bids which are incomplete, unbalanced, conditional, obscure, or which contain terms or additions not called for, alterations or irregularities of any kind, or which do not comply with the Contract Documents, if applicable, may be rejected at the at the sole discretion of the City. The original prices described in the Proposers price proposal shall be firm for the initial two (2) year term of this agreement. Should the Proposer desire to have the price escalate for any renewal period, the Proposer shall notify the City in writing of its request at least 90 days prior to the end of the current term. Any increased price adjustment(s) must be accompanied by written justification attesting that the request is a bona fide cost increase to the Proposer. The base period for any requested adjustment shall be the beginning of the latest period during which an adjustment may have been made. All requests for price adjustment(s) shall be supported by Consumer Price Index according to the Bureau of Labor Statistics average for the previous month, under the Consumer Price Index for Escalation, U.S. City Average (CPI-U). The maximum allowable increase shall not exceed 3%. All price adjustments must be accepted by the City Manager and shall be accomplished by written amendment to this contract at renewal. Selected Proposer shall be required to provide a Payment and Performance bond for the entire amount of the contract price for each incident/event to insure the successful performance of the terms and conditions of the contract. The bond must be provided within seventy- two (72) hours of issuance of written Notice to Proceed.
