Description

The Lonesome Pine Regional Industrial Facilities Authority (LPRIFA) is soliciting competitive Statements of Qualifications (SOQs) from qualified firms or individuals to provide Professional Architectural/Engineering/Construction Management Services for Project Intersection - Phase 4, Building Construction. The project entails the construction of a two-story, 28,000 square foot building and associated supportive infrastructure on a pad-ready site. The purpose of this Request for Qualifications is for the Lonesome Pine Regional Industrial Facilities Authority to solicit statements of qualifications that will enable the LPRIFA to determine which Offerors: (a) are the best qualified to successfully execute the design and construction of the entire Project: and (b) will be able to manage a satisfactory substantial date of completion of said building. Offerors will be rated and scored by a LPRIFA Evaluation Team. The project will consist of a two-story, 28,000 Sq. Ft. office and customer service building with associated support infrastructure (parking areas, walkways, amenities) to be built on what is designated Site Pad #4 within the Project Intersection Business and Industry Park, a planned industrial site park located on the northeastern corner of the intersection of US Highways 23 and Alternate 58 in the City of Norton, Virginia. All Documents will be provided in .PDF format on a thumb drive. Deadline for questions shall be 4 pm EST. July 22nd, 2022 (Questions received after 4 pm EST, July 22nd, 2022 however, may not be answered). All questions regarding the RFQ and scope of work will be responded to by the LPRIFA office utilizing Attachment B of the RFQ packet entitled Acknowledgement of RFQ Revisions, and/or Addenda form. This request is extended without regard to race, color, religion, sex, national origin, marital status, age or physical or mental handicap. The selected Firm or Individual will be required to comply with all State and Federal guidelines or requirements, including, but not limited to: Section 504 of the Rehabilitation Act of 1973 Title VI of the Civil Rights Act of 1964 The Americans with Disabilities Age Discrimination Act MBE/WBE Solicitation Guidelines Virginia Energy AMLER Guidelines The Lonesome Pine Regional Industrial Facilities Authority will reserve the right to accept or reject any or all proposals; to waive any formalities or technicalities as it deems appropriate; and to retain multiple qualified Individuals or Firms as it deems appropriate. For projects that may be successfully funded, the Lonesome Pine Regional Industrial Facilities Authority reserves the right, if it so deems, to enter into negotiations with the selected firm for any resulting services as part of the Professional Services procured herein. This Project is funded by Virginia Energy (VE) utilizing funding from the Abandoned Mine Lands Economic Revitalization Program and the U. S. Department of Commerce, Economic Development Administration. Specific guidelines of the funding agencies are to be adhered to by the Architectural/Engineering firm chosen. The Lonesome Pine Regional Industrial Facility Authority reserves the right to reject any or all proposals, to waive any informalities and to accept the best qualified contractor as specified in evaluation of rating criteria contained with the RFQ Package documents.
