Description | CITY OF NEWARK IRONBOUND ROUNDABOUT SAFETY IMPROVEMENTS NEWARK, NEW JERSEY CONSTRUCTION MANAGEMENT & INSPECTION SERVICES FEDERAL PROJECT Advertisement for REQUEST FOR PROPOSAL (RFP) It is the intent of this Request for Proposal and contract conditions contained herein to establish to the greatest possible extent complete clarity regarding the requirements of both parties to the agreement resulting from this Request for Proposal. This is a federally funded project. The City of Newark, Department of Engineering reserves the right to reject any and all RFP responses, and make the award based on the best interest of the City of Newark. All comments and /or questions regarding the RFPs should be addressed in writing no later than Monday March 27, 2023 by 4:00 PM to: Ksenia Tirado, Principal Engineer E-mail: Tiradok@ci.newark.nj.us City of Newark Department of Engineering 255 Central Avenue, Newark, New Jersey 07103 Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3, et seq. and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in New Jersey's Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and 19:44A-20.25 seq., will not adversely affect your consideration of an award. The selection of Qualified Respondents is not subject to the bidding or competitive contracting provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq. If ultimately awarded a contract, your company/firm will be required to comply with the requirements of P.L. 1975, c.127 (NJAC 17:27 et. seq.) The cost proposal should be in a separate, sealed envelope rather to be part of the technical Request for Proposal document.
