Description

2. PROJECT DESCRIPTION / SCOPE: ERP is requesting proposals from qualified professionals with experience providing Owner’s Representative services during design and construction of commercial facilities, with a preference for experience with green and custom construction projects. The selected Owner’s Representative will provide guidance and technical assistance to ERP during design and construction of two boutique, state-of-the-art environmental education facilities during a project period anticipated at about two years, from April 2020 to March 2022. The need for Owner’s Representative services is estimated at an average of 10 hours a week, varying significantly with work flow and project progress. The Owner’s representative will assist with oversight and management of design and construction of ERP’s proposed new sustainability / environmental resilience to sea level rise demonstration center, the 5,500-sq. ft. Ryan Resilience Lab, to be located on Colley Avenue in Norfolk, Virginia, and a 1,500 sq. ft. addition to a modest existing learning center, the Fred W. Beazley River Academy at Paradise Creek Nature Park in Portsmouth, Virginia. Ryan Resilience Lab: The goal of this project is to construct the first facility in Virginia intentionally locating in the urban flood plain to provide a demonstration of emerging practices for environmental resilience to sea level rise. Pre-Schematic Design for this Project has been completed (Attach A). The proposed Project will include the following: • An approximately 5,500 SF multi-use building to include the following: o Incorporation of advanced sustainable / resilient design technologies and techniques throughout the building and site, demonstrating Norfolk’s new resilience quotient and environmental resilience to sea level rise. o Office space o Meeting space o Educational space • Design services are being procured from WPA Architects of Norfolk. Design is anticipated to be completed from about April 2020 to winter 2020-21. Construction is anticipated to be completed in spring 2021 to fall 2022. Project delivery anticipated via AIA document A133-2019 Standard Form of Agreement between Owner and Constructor where the basis of payment is the Cost of the Work plus a Fee with a Guaranteed Maximum Price. Fred W. Beazley River Academy: A lesser effort of the Owner’s Representative will be to provide advice and assistance as needed for the design and construction of expanded building space for environmental education programming at Paradise Creek Nature Park, a project of ERP and the City of Portsmouth. A pre-schematic concept for this Project has been completed (Attachment B) The project is anticipated to include the following: • Expansion of the existing Fred W. Beazley River Academy by approximately 1,500 sq. ft. , avoiding destruction of an existing outdoor pavilion, to include: o 890 SF of flex work student space with open work stations o Two private offices o Connecting corridor to existing building o Mechanical closet o Outdoor shower & additional toilet. • Project delivery anticipated via design-bid-build format. An RFP for design services will be released in spring 2020. ERP anticipates an award of a design contract in 2020. • Once the design has been completed and release-for-construction plans are available, an invitation for bid (IFB) will be issued for construction bids.
