Here's what it means for Jefferson County. Current plans are to construct a restaurant, retail store, 50 cabins and an RV park on a 95-acre parcel of land on the property. Marshall Steakhouse owner Randall Swaney said the project will attract customers from across the state. And along with new sales tax revenue, Hallmark Farms Cooperative President and Jefferson County Commissioner Steve Ammons said the project could also help attract new businesses to the area. "We think that with Mr. Swaney's investment in the property -- it's only going to benefit the remainder of the property at a very high level," Ammons said. Swaney wants to open several Marshall Steakhouse locations across the Southeast. He used to be in the billboard business, and looks for locations outside major cities, visible from major interstates with exits nearby. "It's a phenomenal location, one of the most beautiful pieces of property I've ever seen, and it's only 16 miles from Birmingham," Swaney said. Swaney has signed a letter of intent to purchase a 95-acre parcel of Hallmark Farms, which is located at 9484 Highway 31, across the road from the remainder of the 565-acre property. Swaney said he will likely look for local, accredited investors through a private placement for the project. Swaney anticipates land and construction to cost roughly $15 million. His estimated timeline for the project is a year to a year-and-a half. He plans for the restaurant to serve breakfast, lunch and dinner seven days per week and is anticipating making 60 to 80 hires for it. Swaney said his customers regularly come to his restaurant near Memphis from within a 100- to 150-mile radius. He is planning for customers at his Jefferson County location to come from 100 miles away in all directions. "His steakhouses drive traffic," Ammons said. "He's been doing very, very well, and he has a great model." Two parcels are still available that the cooperative would like to house light industrial tenants to bring jobs to the area, Ammons said. "The farm is surrounded by three miles of Warrior River frontage, and so we also want to be good citizens and good neighbors of the river -- make sure that we're keeping it clean," Ammons said. Ammons said talks are also underway for a hotel and retail space for other parts of the farm. Warrior Mayor Johnny Ragland said he has received numerous calls about the project since the Marshall deal was unveiled. "We could've had a truck stop there a long time ago -- two years ago," Ragland said. "But who wants to put a truck stop at the biggest piece of property on this end of Jefferson County" ___________________ Plan calls to keep the iconic barn and house and to build retail and industrial space on the surrounding land located off I-65, near the Warrior exit. As of April 2, 2020, this project is in initial stage of planning. A tentative bid schedule for contractors has not been determined. Information regarding design firm selection or method of selection has not been disclosed. It is currently unknown what approvals have been obtained. A construction timeline has not been determined. |
