Description

GENERAL REQUIREMENTS. 1.1 This is a Small-Business set-aside, two-phase, design-build source selection. This solicitation requires the Design/Build Construction for the IIJA GIWW Culvert Replacement, Gulf Intercoastal Waterway, Panama City, FL. A competing prime construction contractor, hereinafter referred to as the "Offeror", shall submit a proposal that includes the required submission information for Phase One as indicated below that demonstrates the Offeror's ability to perform the work described in this solicitation. By submission of a proposal, the Offeror accedes to all the terms of this RFP. 1.2 The period of performance is as indicated in this solicitation. The approximate construction cost range for this contract is $10,000,000- $25,000,000. It is the intent of the Government to award a single Firm FixedPrice contract. 1.3 The Phase One evaluation will be conducted in accordance with FAR Part 36. In Phase One, price is not a submission requirement. Proposals will be evaluated in Phase One to determine which Offerors will submit proposals for Phase Two. In Phase One, an Offeror must submit information regarding past performance information of the prime contractor and lead design firm and an overall management approach. Based on the results of Phase One, the Government intends to select a maximum of five (5) of the most highly rated Offerors to participate in the Phase Two competition. However, the Government reserves the right to reject any and/all offers. 1.4 In Phase Two, Offerors will compete to determine which Offeror will be awarded the Firm Fixed-Price contract. For Phase Two, Offerors must submit information for a technical design and construction approach and key personnel. Offerors will also be required to provide pricing for the project. The Government reserves the right to reject any and/all offers in Phase Two. 1.5 Offerors are responsible for including sufficient details in their Phase 1 proposals, in a concise manner, to permit a complete and accurate evaluation of Phase 1 proposals. Offerors should not assume that they will have an opportunity to clarify or correct anything in their proposal after submitting it in response to Phase 1. The Government may evaluate Phase 1 proposals as submitted, without seeking further information from offerors. However, the Government reserves the right to talk with, or otherwise contact, offerors during Phase 1 and to request additional information or Phase 1 proposal revisions, if determined to be necessary and in the best interests of the Government 2.0 WHO MAY SUBMIT. 2.1 In Phase One, any responsible, interested, construction contractors may submit a proposal. For Phase-Two, only the Offerors that are selected in Phase-One to participate in Phase-Two will be allowed to submit a proposal. 2.2 Any design firm that participated in preparation of this solicitation, whether as a Government contractor or as a subcontractor to a Government contractor, is not eligible to participate in this solicitation as a prime contractor or subcontractor due to a conflict of interest. The Government TWO-PHASE DESIGN BUILD IIJA GIWW CULVERT REPLACEMENT W9127822R0071 GULF INTERCOASTAL WATERWAY, PANAMA CITY, FL CHC21004 SECTION 00 11 00 - PAGE 2 considers such firms to have an unfair competitive advantage, and therefore will not consider such firms. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
