Description | As of September 14, 2022, a design engineer has been selected. *The previous solicitation is listed below for reference Requests for clarification are due Monday, April 4, 2022 4:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. East Whiteland Township is located in Chester County, PA approximately 25 miles from Philadelphia and proximate to King of Prussia and the Main Line. The Township is largely a developed suburban community and a regional employment center. Infill development and redevelopment is beginning to take place. The Township enjoys a strong road network for vehicular traffic (PA Turnpike, Route 202, Route 29, and Route 30/Lancaster Avenue). Two rail lines (one freight and one passenger) traverse the Township, but there are no train stations. The Chester Valley Trail also crosses the mid-section of the Township in an east-west direction with a handful of direct connections to residential neighborhoods, parks, and other destinations. Pedestrian and bicycle circulation is difficult in most of the Township and improving it is a goal of the community. More specifically, the Township desires to design, engineer, and ultimately construct direct connections to the Chester Valley Trail from various Township neighborhoods. Accordingly, East Whiteland Township is soliciting professional qualifications from engineering consultants for a one-time contract to perform professional services related to survey, preliminary engineering, permitting, and final design for a multi-surface, multi-use trail along Sidley Road, Moores Road and Mill Lane. The trail is intended to serve the nearby residential neighborhoods and offices as a connection to the Chester Valley Trail. Because of the nature and physical constraints of the proposed trail corridor, there will be multiple solutions (treatments, widths, surfaces, etc.) for the trail. Where feasible the trail shall be 8'-12' in width and constructed with an asphalt surface. Pedestrian signals will be included in the design at the crossing of Route 401 (Conestoga Road) as required. This new trail is supported by the residents of the adjacent Spring Mill Farm neighborhoods, St. Gobain/CertainTeed Corporation (20 Moores Road) and various Township plans and studies. These studies include the 2016 Comprehensive Plan, the draft Parks, Recreation, and Open Space (PROS) Plan, and the Sidley Road to CVT feasibility evaluation study prepared in 2019. These studies all recommend creating pedestrian and bicycle connections from neighborhoods and business centers to the Chester Valley Trail.
