The North American Industry Code System (NAICS) is 236220, Commercial and Institutional Building Construction. The small business size is $45,000,000. Project Magnitude is betw een$100,000,000 and $250,000,000. *Any resultant contract is anticipated to be Firm-Fixed-Price w ith Economic Price Adjustment. *All correspondence regarding this solicitation shall be direct via email to cynthia.a.mcmonigle.civ@us.navy.mil DESCRIPTION OF THE ACQUISITION 1. This procurement is being solicited in accordance with Federal Acquisition Regulation (FAR) Subpart 6.1 on an unrestricted basis with full and open competition. The North American Industry Classification Code System (NAICS) is 236220, Commercial and Instituational building Construction. The small business size standard is $45,000,000. This acquisition will result in the award of a Design-Bid-Build, Firm Fixed Price (FFP) contract with Economic Price Adjustment (EPA) for construction. 2. The general scope of this requirement is to construct a Nuclear Regional Maintenance Facility (NRMF) located at Naval Submarine Base, Kings Bay, GA. A new 137,153 SF precast panel and structural steel frame building, with aggregate pier ground improvements and spread footings with reinforced concrete slab on grade, with incidental site work, pavements, utilities, drainage and demolition work. The roof structure will consist of standingseam metal over a roof metal deck. In addition, the project scope includes construction of a new lift station, upgrades to an existing lift station, a relocated dredge pipe, a stand-alone 10,386 SF emergency vehicle canopy to house 12 emergency vehicles/trailers, a 3,116 SF temporary facility to support personnel from Building 5233, and an operational and employee vehicle parking facility for approximately 300 vehicles, with supporting infrastructure, including storm-water drainage features and lighting. The project also includes modification, maintenance, and demolition of the temporary security infrastructure installed by the adjacent Dry Dock Repair (DDR) project, and demolition and removal of Buildings 5233, 5194, 5195 and 5196. PRE-PROPOSAL CONFERENCE AND SITE VISIT A Pre-Proposal Conference and Site Visit will be held April 11, 2023 at 9:00 AM (ET). The site location is situated in a high security area of the Base and therefore specific base access clearance documentation is required to be completed for all potential visitors. The site visit is anticipated to be from 9:00AM - 3:00PM (ET). The following forms are required for Base Access: 1) NAVFAC Visitor Request Form 2) SECNAV 5512 Notes for completion of the SECNAV 5512/1: o Only US citizens may access Kings Bay o Contractors must identify TWO forms of ID in blocks 14-15 o Base Sponsor is Amy Hoffer (904)909-9370 o Mark and initial blocks 29 and 30 o Sign and date block 31 All forms identified above must be completed and submitted NOT LATER than 3PM ET on March 22, 2023 to P658nrmf@us.navy.mil. The base access approval process will take approximately 3 weeks to complete from the time that the forms are submitted. With the submission of the SECNAV 5512/1 and Visitor Form (due NLT 3PM ET, Wednesday 22 March 2023), also provide the Site Visit participant's: 1) email address, 2) city and state of origin and 3) mode of transportation (car or air). All visitors must also bring with them the completed form SECNAV 5512/1 on the day of the visit along with two (2) forms of identification as required. Only cleared contractors will be allowed to participate in the site visit. PRE-PROPOSAL INQUIRIES (PPIs) All pre-proposal inquiries (PPIs) must be submitted in writing via the "Bidder Inquiry" in ProjNet at www.projnet.org/projnet. The bidder inquiry key for this solicitation is UB9KND-YFMEMA. Be sure to select "NAVFAC" as the agency in the dropdown menu. All questions shall be submitted at least ten (10) calendar days prior to the closing date of the solicitation in order to permit adequate time to reply to the inquiry. Answers will be made via ProjNet; however, answers do not amend the solicitation. Any changes to the solicitation will be made via a formal amendment to the RFP and will be posted on SAM.Gov (www.sam.gov). All offerors are encouraged to register on ProjNet for alerts and to stay abreast of bidder inquiries and Government responses that are posted in reference to this solicitation. Only self-registered users on ProjNet can submit and review inquiries. A "how to" guide has been provided via (ATTACHMENT A).
