Description | As of August 16, 2022, this project has completed schematic design. The next phase of design will entail more detailing and engineering of all project aspects. Two architect firms have been selected and will work as a joint-venture. Construction is projected to begin late 2023 and will be completed in 2025. *The closed solicitation has been included below for reference: The San Francisco Recreation and Park Department, in partnership with the San Francisco Planning Department, is undertaking a renovation of Portsmouth Square and the surrounding area, to be funded by Transit Center Impact Fee funds allocated for Chinatown neighborhood park improvements. The project is part of a two-phased project featuring an initial Planning Phase and a subsequent Design Phase. This RFP is for consultant services in the Design Phase only. The Planning Phase has already been completed, and consisted of an existing condition and feasibility analysis of Portsmouth Square and the surrounding streets. The site data, program analysis, and project recommendations from this first phase are documented in the Portsmouth Square Area Existing Conditions and Feasibility Report, available for download with this proposal at the website listed in Section I.1 (Announcement). This Design Phase will define the project scope and budget, conduct a broad community outreach process, develop a concept design, produce a conceptual design report, and obtain necessary regulatory approvals. The project will then continue through design development, construction documentation, and construction administration once funding becomes available. The project will consist of the renovation and/or reconfiguration of all existing park features including plazas, children’s play areas, buildings, pedestrian bridge, landscaping, adjacent streetscape and Page 5 associated site work. The parking garage is not included in the scope of work. The consultant team will be responsible for leading a comprehensive community and stakeholder outreach process which will ultimately determine the extent of the final program and scope. The outreach process will need to address and balance the sometimes disparate programmatic needs of diverse and engaged stakeholders, including park users, neighbors, community groups, local businesses, and RPD operations and maintenance staff. As the park is located in San Francisco’s celebrated Chinatown neighborhood, the consultant team will need to conduct outreach in English, Mandarin, and Cantonese languages. The park design should also be reflective of the cultural significance of the neighborhood, and address programmatic challenges unique to Chinatown. |
