Description

As of January 25, 2023, an architect has been selected and this project is in the design phase. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: Architectural and Engineering Services - phased modernization of the USGS National Wildlife Health Center in Madison, WI The scope of this project is Architectural and Engineering (A&E) services, from programming through construction administration, inclusive of third-party (subcontracted) commissioning services and special inspection services, in support of the phased modernization of the U.S. Geological Survey's (USGS') National Wildlife Health Center (NWHC) at 6006 Schroeder Road, Madison, WI 53711. The NWHC was established in 1975 to serve the nation and its natural resources by providing sound science and technical support regarding wildlife disease, and to disseminate information to promote science-based decisions affecting wildlife and ecosystem health. NWHC personnel study emerging and resurging diseases, wildlife and ecosystem health, zoonotic diseases, and environmental health and degradation. The NWHC is located on 24 acres and maintains offices and high security disease laboratories in the Main Building (MB) and the Tight Isolation Building (TIB). A&E services will support planned construction of approximately 62,500 net square feet (NSF), 164K gross square feet (GSF) of laboratories, office, and support space. Existing space is approximately 48,600 NSF and in need of replacement. Construction and demolition actions will be phased to minimize disruptions and the campus will remain operational throughout the project period. Biological Safety Level (BSL) 2/3 and BSL 3 enhanced laboratory facilities will be required. We intend to utilize the construction manager as general contractor (CMGC) project delivery method for the construction contract. The period of performance for design through construction could be as short as five years or potentially ten years or longer, depending on the phasing approach. More details will be provided with the forthcoming statement of work. The estimated magnitude of construction is more than $10M. The USGS contemplates award of a firm-fixed price contract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. The request for qualifications, including a detailed statement of work and contractor evaluation criteria, will be available in mid or late February; do not submit your qualifications in response to this announcement.
