Each bid shall contain the full name of each person or company submitting a bid and shall be accompanied by either: (1) A bond in accordance with division (B) of ORC 153.54 for the full amount of the bid; or (2) A certified check or cashier's check. The amount of the certified check or cashier's check shall be equal to ten percent (10%) of the bid, as a security that he will enter into a contract should his bid be accepted. Bids will be considered by the Administration of Rock Creek Village on the basis of price, quality and utility and in accordance with Section 3313.46 of the Revised Code. The Council reserves the right to waive any and all informalities and the right to reject any and all or parts of any and all bids.
