Each bid shall contain the full name of each person or company submitting a bid and shall be accompanied by either: A bond in accordance with division (B) of ORC 153.54 for the full amount of the bid; or A certified check or cashier check. Each bid shall be filled on forms furnished with the bid documents and shall be delivered in a sealed envelope, the outside properly marked with project title, date, and time of bid opening. The Owner reserves the right to waive any and all informalities and the right to reject any and all bids.
