Description

The purpose of this Request for Qualifications is to obtain from interested contractors (each an "Applicant") their applications for prequalification ("Qualification Statements") so that the City of Richmond ("the City") may establish a list of contractors prequalified to submit proposals to act as Construction Manager at Risk on the City's Lucks Field Community Center Project (the "Project"). The overall summary scope of work for construction of the Project consists of the construction of a 30,000 sq. ft. Community Center. The community center will be 2 stories tall, with a portion of accessible roof space, with a max height of 45 ft. The building will feature an indoor multipurpose sports court, a youth/teen center, multipurpose, expandable, spaces, general office space, a health center, and a mixed media library. The following provides general descriptions of the primary areas of construction work (the "Work") to be performed by the Construction Management at Risk contractor on the Project: 1. The new community center building will consist of two floors, with accessible space on the roof. The first floor will house a large multipurpose gymnasium, locker room/restroom facilities, administrative offices, conference room, a small medical suite with adjoining patient restroom facilities and a space to serve as a remote, "mini" City Hall. The first floor will also house storage space, utility room and mechanical room. The second floor will consist of a mezzanine level wrap around track, fitness area, restroom facilities, and several multipurpose spaces. The roof will be accessible with a rooftop garden space and seating area. 2. Building construction will consist of a two-story steel load bearing building with metal stud wall framing with elevated slabs. Exterior finish materials will include brick veneer, cast stone masonry, metal siding, metal wall panels, aluminum storefront and curtain wall. Interior finish materials will include metal stud and abuse resistant drywall partitions, acoustical panel ceiling tiles, ceramic tile, resilient flooring, and carpet tile. Gymnasium spaces will receive multipurpose sports flooring such as, Tarkett Omnisports HPL. Roofing systems include fully adhered TPO roof membrane and membrane roof system with pedestal pavers. Building systems include VRF or VAV mechanical systems, plumbing, fire protection, electrical, communications, security, and data systems. 3. Site construction consists of work on approximately 6 acres. Site work will include demolition of all existing structures to include the asphalt basketball and tennis courts, all existing structures and existing retaining wall and fencing. The existing baseball field will be retained but will be regraded to provide better drainage. New construction items will include asphalt basketball courts, horseshoe pit, bocce ball court, splash pad and other water features, three playground areas with poured rubber surfacing pavilion areas and other recreational amenities. Additionally, the site work will include sidewalks and other concrete areas. New utility line connections will be required. 4. The community center building is intended to be used as an emergency preparedness location. A natural gas fired 600kW standby generator will provide back-up power to the entire building via service rated automatic transfer switches. 5. Due to the aggressive schedule for completing construction of the new facility, the City may choose to pre-purchase Mechanical, Electrical and Plumbing long lead items, through available city contracts. 6. The new building project may be registered with the United States Green Building Council to be designed to achieve a LEED Silver or better rating. 7. The new community center will be built on the current site of the Lucks Field Playground site located at 1925 U Street, Richmond, VA 8. The project will be completed in a phased approach. Phase 1 of the work will consist of the new community center building, adjacent parking area, playground and splash pad area and exterior basketball court. Phase 2 will include the completion of the surrounding site work, with landscaping and the regrading and construction of the existing baseball field. See attached site plan for further details. 9. The City shall utilize a third-party program management services contractor for this project as the "City's Representative." The project will have a third-party project manager as the direct point of contact for the project. Additionally, the Contractor and its subcontractors will be required to utilize a web-based project management and controls system selected by The City for processing and tracking project information throughout the duration of the project. The City reserves the right to accept or reject any proposed goals. However, in configuring its proposed MBE/ESB participation goal, the Applicant will be awarded points for undertaking proven business development strategies as an element of this Project. If the Applicant has a bona fide joint venture with a MBE or ESB contractor, is legitimately mentoring a MBE or ESB contractor, is covering the bonding for a MBE or ESB contractor, or is providing apprenticeship opportunities, the Applicant will receive additional points in the evaluation of this criterion.
