Description | The Project generally involves significant safety improvements for the most vulnerable roadway users, including pedestrians, bicyclists, motorcyclists as well as drivers by implementing necessary safety measures to help reduce vehicle speeds, minimize vehicle conflicts, increase pedestrian and bicyclist safety and visibility, and create safer and more attractive pedestrian and bicycle facilities. The project will improve connectivity and accessibility for residents to transit, local businesses, and recreational facilities, and encourage walking and bicycling within the community, thus helping to reduce congestion and air pollution. The project includes proposed improvements such as but not limited to: Construct raised median islands and add trees and landscaping Modify right-turn slip-lanes and/or reduce corner radii Add new, raised crosswalks and ADA curb ramps and enhance existing crosswalks for high visibility Enhance existing bike lanes with buffers and green paint in conflict zones Install radar speed feedback signs to slow down drivers Enhance general pavement markings and signage to provide clearer information to people traveling via all modes and narrow vehicle lanes to slow down traffic Make traffic signals more visible and responsive to people walking, bicycling, and driving, including by improving the size and location of signal heads and providing bike detection and Accessible Pedestrian Signals. Each bid must be accompanied by cash, a certified check, a cashier's check or a bidder's bond in the sum of not less than 10% of the total aggregate amount of bid. Checks shall be made payable to the order of the City of San Jose. Bonds shall be executed by a surety possessing a valid certificate of authority issued by the California Department of Insurance and shall name the City of San Jose as beneficiary. All bids must be addressed to the Director of Public Works, City of San Jose, shall bear the Project Number and Name and be in a sealed envelope. This project is federally funded. The contractor will be required to comply with the applicable federal prevailing wage, hour and labor requirements, including those set forth in the Davis-Bacon Act, the Contract Work Hours and Safety Standards Act, and all related acts (collectively "Federal Labor, Wage and hour Requirements"). This project is also a "public works" as defined in Sections 1720 through 1720.6 of the California Labor Code. The contractor will be required to comply with the prevailing wage, hour and labor requirements set forth in California Labor Code Sections 1720 through 1861 (collectively "State Wage, Hour and Labor Requirements") to the extent that such requirements do not conflict with the Federal Wage, Hour and Labor Requirements and to the extent the Federal Wage, Hour and Labor requirements are not otherwise applicable. Disadvantaged Business Enterprise Goal: 19% Bidders must have a California contractor's license, classification A or C10 to bid this project. Bidder's attention is directed to those provisions of the Specifications which require the contractor to whom the contract for the work is awarded, to file with the City Clerk at the time the contract is executed, a Contractor's Payment Bond and a Bond for Faithful Performance meeting all the requirements of the Specifications and approved by the City Attorney of the City of San Jose. Bonds shall be executed by a surety possessing a valid certificate of authority issued by the California Department of Insurance and shall name the City of San Jose as beneficiary. The Contractor's Faithful Performance Bond shall be for 100% of the contract amount. The Contractor's Payment Bond shall be for 100% of the contract amount.
