Description | This acquisition is for Architect-Engineer (A-E) Services for the Design and Other Professional Services Necessary to Rehabilitate, Modernize, and Develop New or Existing Civil Infrastructure and Facilities primarily at Kennedy Space Center (KSC), including Vandenberg Air Force Base (VAFB) and Cape Canaveral Air Force Station (CCAFS). A-E services may also be performed at John C. Stennis Space Center (SSC); Langley Research Center (LaRC); Johnson Space Center (JSC), including White Sands Test Facility (WSTF); Marshall Space Flight Center (MSFC), including Michoud Assembly Facility (MAF); Goddard Space Flight Center (GSFC); Glenn Research Center (GRC), including Plum Brook Station; Wallops Flight Facility (WFF), and other NASA assets; and launch or landing sites worldwide. This regional multiple award contract will provide a flexible contracting vehicle for participating Centers. The IDIQ contract scope of work includes A-E services for civil engineering infrastructure, equipment, and facilities, including the following: designing and providing construction documents for various civil engineering projects, including water distribution, wastewater collection, stormwater management, parking facilities and roadways including traffic signals, landfills, dredging for transportation channels and canals, coastal management, railroads, demolition, airfields, specialized ground transportation infrastructure (>500,000 pounds carrying capacity), security systems and force protection, geotechnical evaluations, and associated infrastructure and utilities. The A-E services required for this project will include, but are not limited to, the following: conducting field investigations and surveys, preparing engineering reports with recommended actions, preparing trade studies, preparation of designs, specifications, reports and other contract documents suitable for competitive bidding and for environmental permitting, and providing construction site inspection and engineering support during construction. The A-E firm will perform computer aided design and analysis, specification writing, and detailed construction scheduling and cost estimating. The A-E firm’s approved designs will typically be utilized for the advertising and award of fixed price construction contracts; however alternative procurement techniques may be utilized. The A-E services will be performed across all project phases including planning and feasibility studies, permitting, preliminary engineering reports, final design, engineering services during construction, activation and commissioning. Development of construction schedules will be required during development of studies, preliminary reports and final designs. The A-E services also include design services and technical assistance during bidding of construction efforts. |
