Description

Construction Services for Repair of Steel Beam and Concrete for Bridge A0 located at Mile Post 2.99 Over Western Avenue, Milwaukee District, Chicago, IL This award of this contract is utilizing Operating Funds The Disadvantage Business Enterprise (DBE) Goal for this project is 15% Each bid must be accompanied by a bid bond of 5% of the total bid price. Questions regarding this IFB shall be submitted to Lori Lee, Sr. Contracting Agent via email at llee@metrarr.com by 4:00 P.M. on October 6, 2022. In lieu of obtaining a notary seal & signature. Metra will allow vendors to submit an affidavit from their company or other Company Legal document that states the signatory on all of the bid documents is an officer of the company authorized to bid the company in submitting bids and binding the company in executing contracts on behalf of the company. Additionally, if vendor submits the aforementioned affidavit or other acceptable legal document, then electronic signatures may be permitted if it is not possible for the vendor to scan in a wet signature document. METRA in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 43 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Subtitle A, Part 21 (Non-discrimination in Federally-Assisted Programs of the Department of Transportation) issued pursuant to said Act, hereby notifies all Bidders that it will affirmatively insure that in regard to any contract entered into pursuant to this Invitation, minority and women business enterprises will be afforded full opportunity to submit Bids in response to this Invitation and will not be discriminated against on the grounds of race, religion, color, sex, national origin, age or disability, in consideration for an award. The Invitation for Bid contains specific requirements concerning Office of Diversity & Business Enterprise documents which must be submitted, if applicable. All bidders will be required to certify that they are not on the Comptroller General list of ineligible contractors. The Contractor shall complete the work within a duration period of 365 calendar days which starts from the award date (not the notice to proceed date) of this Contract. Actual work cannot begin until receipt of a written Notice to Proceed is given by Metra. A Notice to Proceed will be issued once the Contractor has submitted and Metra has approved the Contractor necessary bonds, insurance and DBE subcontracts (if applicable). In addition, the Contractor must submit its approved Federal Railroad Administration (FRA) Control of Alcohol and Drug Use (49 CFR Part 219) Railroad Contractor Compliance Plan along with the FRAs written approval of the Contractors plan. Metra reserves the right to terminate the contract if these documents are not submitted to and approved by Metra within 30 calendar days from the award date of the contract. Time is of the essence of this Contract. Should the Contractor neglect, refuse, or fail to complete the work under this Contract within the time agreed upon, and in view of the difficulty of estimating with exactness damages caused by such delay, Metra shall have the right to charge the Contractor the sum of $2,592.00 per day for each and every calendar day that such work under this contract is delayed in its completion beyond the specified time, as liquidated damages and not a penalty.
