This Invitation for Bids (IFB) is being solicited in accordance with the Schedule, Contract Clauses, List of Attachments, and Representations & Instructions as detailed in this solicitation. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The NAICS code is 237310 Highway, Street, and Bridge Construction with a Small Business Size Standard of $39.5M and Product Service Code is Z2LB Repair or Alteration of Highways/Roads/Streets/Bridges/Railways. The Forest Service intends to award one (1) Firm-Fixed-Price (FFP) contract resulting from this solicitation. Bid opening will be virtual. Call-in information will be provided upon request or submission of bid. SITE VISIT: In accordance with FAR 52.236-27, Site Visit, interested vendors MAY arrange to view the site if weather conditions allow. Some of the road requiring repair is above 8,000 feet and may have snow accumulation starting in October that might affect access to the road. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. SCOPE: Phase 2 of the Scenic Byway Creek Fire Road Repairs consists of furnishing all labor, materials, equipment, tools, transportation, incidentals, inspection, quality control, and supplies necessary to repair an estimated 42.35 miles of Minarets Road in the Sierra National Forest, Madera County, California. The Contractor shall clean and recondition the culverts and all other drainage structures along Minarets Road. This includes placing approximately 15 Tons/mile of base rock to improve the surface and drainage on turnouts along the project area and placing approximately 20 Tons/mile of HMA to repair potholes per specification 814 (Attachment J.4). The Contractor is responsible to prepare the road to crack seal the road surface, place a double chip seal for 42.35 miles, the first pass should only be applied should be applied to the travel way and the second pass should be applied to the travel way and shoulder areas. The double chip seal includes Mile High Vista Point and Arch Rock parking areas (see Attachment J.3). Both parking areas have been included in the estimated quantity of crack sealing and double chip seal. The Contractor shall install concrete wheelstops at Mile High Vista Point and permanent pavement markings along Minarets Road and at Arch Rock parking areas (see page 3 in Attachment J.3). The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits complying with Federal, State of California, and municipal laws, codes, and regulations applicable to the performance of the work. Phase 1 of the Scenic Byway Creel Fire Road Repairs is located at lower elevations than Phase 2 and will be completed separately from Phase 2. C.2 PROJECT LOCATON Phase 2 of the Scenic Byway Creek Fire Road Repairs is located in the Sierra National Forest, Madera County, California. Travel East from North Fork, California on County Road 225 for approximately 4.4 miles to reach Minarets Road.
