Description | This project will address the seismic deficiencies and impacted systems to bring the Frank E Moss US Courthouse within compliance with the PBS P100 Life Safety Baseline Performance Tier. The AE will be responsible for developing the best seismic solution within the overall project budget taking into consideration the goals of preservation and rehabilitation. Creativity within the structural design is paramount to this project’s success. Mechanical: - Provide new boiler in adjacent US District Courthouse to serve Moss Courthouse. At the time of the new Courthouse construction, space was provided for this future unit. - Install new hot water supply and return piping between the Frank E Moss US Courthouse and the US District Courthouse with new hydronic pumps. - Replace building exterior wall perimeter heating system. - Upgrade HVAC control system. - Upgrade air handling units as well as the supply and return air ducts systems. - Upgrade exhaust system. - Install seismic bracing on all equipment, ductwork, and piping as required. Electrical: - Upgrade main electrical service and branch distribution. - Replace all obsolete switchboards. - Replace emergency generator. - Upgrade grounding system. - Ground all receptacles. - Replace light fixtures and connect to new master lighting control panel. - Provide electrical circuits, connections, and disconnects for all new HVAC equipment. - Provide new lightning protection system. - Install new lighting. - Install new power as required by the tenant agencies. - Install seismic bracing on all electrical equipment as required Plumbing. - Upgrade and reconfigure main water distribution in basement. - Upgrade domestic water piping system throughout building. - Upgrade domestic hot water system. - Relocate water heaters away from new shear walls. - Upgrade waste and vent systems. - Upgrade all plumbing fixtures (all historic fixtures shall be rehabilitated/preserved). - Install seismic bracing Fire Detection & Suppression. - Install a new fire sprinkler system throughout. - Install a new fire alarm system. - Install seismic bracing on all system components as necessary Communications. - Upgrade telecommunications systems and raceways. - Install new telecommunications as required by the tenant agencies. - Seismically brace raceways Hazardous Materials. - Abate hazardous materials encountered during demolition as well as any materials which are impacted as a result of the modernization and backfill. ABAAS Compliance: - New toilet accessible rooms. - Upgrade existing toilet rooms (all historic elements shall be rehabilitated/preserved)Modify stairways for ABBAS compliance. - Modify fire extinguisher cabinets. - Modify door hardware. - Modify 5th floor lobby ramp and add handrails. - Modify main entrance security screening. - Provide movable ramps for courtrooms. - Modify drinking fountains Roof. - Repair copper roofing and gutters. - Replace missing snow retention devices. - Replace membrane roofs. - Provide pavers where necessary. - Upgrade roof drainage system Exterior. - Restore/Clean/Repair exterior walls. - Repair fall hazard from existing terra cotta. - Repair fall hazard from existing metal soffit panels. - Replace lead flashing. - Replace exterior windows (historic windows shall be rehabilitated/preserved). - Repair exterior doors. - Upgrade lighting and signage. - Repair paving and landscaping, install new security barriers and planters. Backfill & Tenant Improvements Program and design modern and space efficient office environments in the Frank E. Moss US Courthouse as required for the following federal agencies (space requirements are approximate and will be confirmed in design): - US Bankruptcy Court & Clerks Office 28,900 sf - US Citizen & Immigration Services 20,900 sf - HHS | Program Support Center 20,200 sf - USDA | Farm Production & Conservation Aerial Photo Storage 8,200 sf - USA | Armed Forces Recruiting 8,400 sf - DOD | Defense Contract Audit Agency 7,400 sf - GSA PBS | Field Office, Maintenance, Custodial 7,100 sf - DOJ | Office of Trustees 6,200 sf - US Tax Court 3,300 sf - DOI | National Parks Service 2,800 sf - USA | Army Corp of Engineers 1,200 sf - DOC | International Trade Administration 875 sf - USDA | National Agricultural Statistics Service 600 sf - DOJ | US Marshals Service 400 sf - Joint Use Space 8,400 sf |
