Description

*Per Owner, all bids rejected, this will possibly re-bid at a future time.* August 12, 2022 Last day to submit questions The Project consists of the construction of new additional space of 3,337 sq. feet, and renovation of 4,041 sq. feet of existing space for a total project size of 7,378 sq. feet. The breakdown of the finished project shall be 5,656 sq. feet on the first level and 1,722 sq. feet on the second level. The first level consists of entry, reception, office space, meeting room, training room, kitchen and toilet rooms. The second level consists living area, kitchen, work area, bunk-rooms and bathrooms. The Board of Directors intend to award the contract on the project at a meeting, on Monday, September 12, 2022. The anticipated start date for the project is March 1, 2023 with the contractor option to begin earlier if ready. Each bid shall be submitted in accordance with the Bid Documents and must be accompanied by a Bid Bond or Certified Check, amount payable to PMREMS, for not less than ten percent (10%) of the Bid. Any bid bond shall be with a Surety company or companies as are listed on the U.S. Treasures Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania. The successful Bidder shall be required to furnish bonds for Performance (100%), and Payment (100%), in such form as meets the approval of the PMREMS and having as security thereon such Surety company or companies as are listed on the U.S. Treasures Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania, prior to award of a contract, in accordance with the Public Works Contractor's Bond Law of 1967, Act of December 20,1967, P.L. ' 869,8 P.S. 191etSeq.. The successful Bidder for the contract will be required to provide proof of required insurance. Bids will be effective for thirty (30) calendar days from the Bid opening date except as permitted by law, and may not be withdrawn during this period. Each Bidder must bid on all items contained in the bid form. The Pennsylvania Prevailing Wage Act applies to the Project. The successful Bidder shall be required to comply with the Act, pay wages in accordance with the PA Department of Labor and Industry Prevailing Wage Determination, and execute Contract documents satisfactory to the PMREMS The Pennsylvania Public Works Employment Verification Act (Act 127 of 2012) applies to the project. As a precondition of the contract, the successful bidder must file a form with the PMREMS verifying that all employees hired after January 1, 2013 are legally eligible to work in the United States of America. The successful bidder shall be required to enter into a written contract in accordance with the PMREMS's bid specifications. The PMREMS Board of Directors intends to award the contract to the lowest responsible bidder, the definition is as follows: The Lowest Responsible Bidder shall include the contractor's previous work, record of completing projects on time, history of debarment from public work contracts, history of payment to subcontractors and suppliers, maintenance of a permanent place of business, technical experience and the financial capability to guarantee contract completion. The term Lowest Responsible Bidder is more than the bid lowest in dollars, it also includes financial responsibility, industry experience, promptness and ability to successfully carry out the terms of the contract. The PMREMS Board of Directors reserves the right to reject any and all bids for any cause whatsoever, to eliminate any item or items from the contract, and to waive any informalities, irregularities, or technicalities, including typographical errors, in the bids.
