Description

Phase II of reclamation activities will be conducted on approximately 93 acres all of which is located within Increment 1. Increment 1 has approximately 3,500 feet of exposed highwall; average height of the highwall is approximately 60 feet. The highwall is weathered in areas and shows signs of collapse, posing a danger from below as well as above. The “drill and shoot” method will be the primary approach to eliminate highwalls. Seismograph monitoring will be offered and/ or included as necessary. Blasters, blast designs, and warning signals will be approved by the ASMC prior to implementation or awarding of the reclamation contract. Several segments of this highwall have impounded waters beneath. Prior to highwall elimination, impounded water beneath highwalls will be dewatered by pumping the water into existing basins. Once the highwalls have been eliminated the area must be graded to ensure water will not pool below the eliminated highwall. Riprap downdrain structures will be constructed as needed. The majority of drill ground has already been constructed and will require only minor preparation work. A major powerline crosses the permitted area in a northeast to southwest direction. Alabama Power Company as well as ASMC require additional blasting parameters anytime blasting is conducted adjacent to powerlines.
