Page 1 of 1 INTRODUCTION: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build (DBB) EHRM Infrastructure Upgrades Construction project at the Battle Creek VA Medical Center (VAMC) in Battle Creek, MI. PROJECT DESCRIPTION: This project is the construction of the EHRM Infrastructure Upgrades requirements at the Battle Creek VAMC. Construction will be in accordance with the Architect-Engineer (A/E) provided final drawing set and associated specifications. The contractor shall be responsible to complete campus wide upgrade of the facilities IT infrastructure and UPS power systems to allow for implementation of the new Electronic Health Record Modernization (EHRM) system. The scope of this project includes, but is not limited to, the following: Electrical (electrical panel upgrades, installation, power (normal, emergency), and new transformers), Bonding, UPS replacement, Building Management System interfaces and relocation of equipment where shown, install new and provide upgrades to existing HVAC, reconfiguration, expansion, renovation and/or relocation of existing IT space(s) (demo, new construction, finishes), reconfigure and renovation of existing Data Center (live removal and replacement of existing raised floor system, relocate cabinets, cable management), communication infrastructure (new data outlets, patch panels, upgrade all exiting horizontal data cable to Cat 6A cable, demolish existing obsolete cabling) in buildings (and underground) as necessary, physical security upgrades, relocation of existing PACS equipment where shown, and installation of new physical security devices, complete replacement of existing fiber infrastructure backbone campus wide within buildings and between buildings, installation of a secondary campus wide fiber infrastructure backbone within and between buildings, hazardous materials testing and abatement. Contractor shall include labor and equipment to test all work as required by plans. This project covers most of the buildings on campus as well as the covered walkway and exterior grounds across the medical center. This project is highly disruptive in nature and the contractor will be required to perform most of this work outside of normal business hours, which is detailed in the construction drawings and specifications. ADMINISTRATIVE: The solicitation will be issued as a Request For Proposal (RFP) conducted in accordance with FAR Parts 15, 19, and 36 and will be evaluated in accordance with the Lowest Priced Technically Acceptable (LPTA) procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $39.5 million. The solicitation will be issued around early August 2023. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers.
