SYNOPSIS FOR W50S6M-23-B-0001, Security and services training facility, 117TH air refueling WING, sumpter smith jngb, birmingham, AL Project no.12072 SYNOPSIS - GENERAL IFB SB Set-aside Document Type: Pre-solicitation Notice Classification Code Y Set Aside: Small Business NAICS Code: 236220-Commercial and Institutional Building Construction The USPFO for Alabama intends to issue and Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of the Security and Services Training Facility in Birmingham, AL (Jefferson County). The project scope includes but is not limited to: demolition of existing structures, sitework, construction of a 22,500 SF building and utility installation. This project will include the following seven bid options and four brand name-sole source requirements: 1. Bid-Option: Construct the Multi-Purpose Room. 2. Bid-Option: Fit-out Multi-Purpose Room. 3. Bid-Option: Construct South Parking Lot. 4. Bid-Option: Construct Security Forces Parking Lot. 5. Bid-Option: Construct Mechanical Screen Wall 6. Bid-Option: Upgrade Floor Finish Package. 7. Bid-Option: Install Movable Wall Systems. Brand Name-Sole Source Requirements: 1. KMC: HVAC system's Direct Digital Controls 2. Monaco: Fire alarm system. 3. Stanley Best Access Systems-Locks: Master-keyed interchangeable lock cores. 4. Advantor: Air Force/NGB certified security system. The place of performance will be Sumpter Smith Joint National Guard Base, Birmingham, AL. All security requirements for working on a military installation will be followed. The contract duration is 365 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45,000,000.00. The magnitude is between $5,000,000.00 and $10,000,000.00. Your attention is directed to FAR clause 52.219-14 Deviation 2021-O0008 LIMTATIONS ON SUBCONTRACTING which applies to contracts that have been set aside for small business concerns, and states that by submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contact the concern will perform at least 15 percent of the cost of the contract with its own employees, not including the cost of materials. The tentative date for issuing the solicitation is on-or-about December 20, 2022. The tentative date for the pre-bid conference is on-or-about January 11 2023, 10:00 am local time.
