Description

PROJECT LOCATION: The project site is on the East Terminal entrance. The project is located between East Avenue and Cherry Street. DESCRIPTION OF WORK: The intent of this East Terminal Contract is to provide for the replacement of rail serving the East Terminal and located at the WestRock Paper Mill. The base bid includes but is not limited to significant site work, and new rail construction as summarized below: 1. Replace rails and required improvements for the existing rail infrastructure at the WestRock facility on one track. 2. Install multiple rail turnouts, crossings, and connect to existing adjacent tracks. Due to the current recommended Covid-19 guidelines the following items should be noted: 1. All attendees should notify Mott MacDonald via email at cale.madden@mottmac.com no later than COB October 25, 2022. 2. Attendance to the site visit is not limited but in order to meet social distancing guidelines the pre-bid meeting may be restricted to one in person attendee per bidder. All others may attend virtually. Copies of the Bid Package are on file at the Issuing Office of Mott MacDonald, located at 1022 West 23rd Street, Suite 680, Panama City, Florida 32405, (850)763-9393. Neither Owner nor Engineer will be responsible for full or partial sets of bidding documents, including Addenda, obtained from sources other than the Issuing Office. Partial sets will NOT be issued. Due to Covid 19, all visitors to the offices of Mott MacDonald are required to schedule a visit and fully comply with Mott MacDonald s Covid 19 requirements. Guarantee will be required with each bid as follows: At least 5% of the amount of bid in the form of a certified check or bid bond payable to the Panama City Port Authority, Port Panama City, Florida. Bids, accompanied by the Public Entity Crime Statement and by a Bid Bond, and Tax Savings Agreement must be submitted upon the standard forms included in the Contract Documents. Also, please include the unit price for any components identified on the form; these prices will be used in negotiating additions or deletions in the contract amount. The Port reserves the right to reject any and all bids or parts of bids to waive any and all bid informalities and to award the bid determined to be in the best interest of the Port. In addition to the discretionary powers vested in the Port, and not in lieu thereof, the Port reserves the right to reject a bid based on the absence of adequate budgetary allowances for the Project. The Port reserves the right to negotiate the terms of the Contract, including pricing and changes to the Plans and Specifications, with the lowest and best bidder. Should negotiations with the lowest and best bidder fail to result in a contract, the lowest and best bidder may be deemed disqualified and the Port may enter into negotiations with the next lowest bidder. This process may continue until negotiations with all bidders fail or a contract is achieved. The Port reserves the right to accept the lowest and best bid for a period of up to ninety (90) days. Bidders wishing to tour the site will have to meet Port security requirements for access to be granted (valid picture ID, current vehicle registration and evidence of insurance). Envelopes containing bids, inside parcel delivery envelopes, must be sealed, addressed as follows and delivered to the Port Director, PANAMA CITY PORT AUTHORITY East Terminal WestRock Rail Rehabilitation, One Seaport Drive, Panama City, FL 32401 byNovember 30, 2022, at 2:00pm Central Time (local time).
