Description

This is a CM MultiPrime project. The scope consists of abatement and demolition of the existing aquatics complex as well as earthwork, temporary shoring, and installation of new and relocated site utility infrastructure in preparation for the future new Technology & Health Replacement Building. Includes all other related site work as further described in the bid and contract documents ("Owner Documents"). Bidders shall review the Owner Documents for more complete information regarding the Project and submission of bids. Bidders shall possess one or more of the following California Contractor's license(s) at the time of the bid deadline in order to perform the work. Subcontractors must possess the appropriate licenses for each specialty subcontracted. The construction cost estimate for each Bid Category, including allowances, is as follows: Bid No. Bid Category License Required Estimated Value 3482 BC 01 Abatement, Demolition, Earthwork & Shoring A $7,510,000 3483 BC 02 Electrical & Low Voltage: Site C10 $1,520,000 3484 BC 03 Site Utilities A, C34 or C36 $3,000,000 Bids shall be valid for ninety (90) days after the Bid Deadline. Bids must be accompanied by cash, a certified or cashier's check, or a bid bond in favor of the Owner in an amount not less than ten percent (10%) of the submitted total bid price. The successful bidder will be required to furnish a performance bond and a payment bond, each in the amount of one hundred percent (100%) of the total bid price in the manner described in the Owner Documents. Bidders shall comply with California Public Contract Code Section 4108 with respect to subcontractor bond requirements. Community Workforce Agreement. The Project and the Work is subject to the Community Workforce Agreement ("CWA") currently in place between the District and the Los Angeles/Orange Counties Building and Trades Department. The CWA and CWA Letter of Assent are incorporated into the Contract Documents in the Supplemental Conditions, Exhibit A and Attachment A. Each Bidder must submit the completed and executed CWA Letter of Assent concurrently with submitting its Bid Proposal. Failure of any Bidders to submit the completed Letter of Assent form with its Bid Proposal will result in rejection of the Bidder's Bid Proposal for nonresponsiveness. When the project is awarded, all Subcontractors must complete and execute the CWA Letter of Assent as a condition to performing any Work on the Project.. DIR Registration. Each Bidder submitting a proposal to complete the work, labor, materials, and/or services ("Work") subject to this procurement must be registered with the Department of Industrial Relations pursuant to Labor Code 1725.5. A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed "not qualified" and the proposal of such a Bidder will be rejected for nonresponsiveness. Pursuant to Labor Code 1725.5, all Subcontractors identified in a Bidder's Subcontractors' List shall also be DIR Registered Contractors. Wages. This project requires that the Contractor and any subcontractor(s) shall pay not less than the prevailing rates of wages to all workers employed by them in the execution of the contract. Copies of schedules of rates so determined are on file in the Purchasing Office and are available to any interested party upon request. Pursuant to Labor Code 1771.4(a)(4), Prevailing Wage Rate monitoring and enforcement shall be by the Department of Industrial Relations. In accordance with provisions of Public Contract Code Section 223000, substitution of eligible and equivalent securities for any monies withheld to ensure performance under this contract will be permitted at the request and expense of the Contractor. The District reserves the right: (1) to accept or reject any and all bids, (2) to waive any irregularities in the bids or bidding, (3) to be sole judge as to the merit, quality, and acceptability of materials proposed and their compliance to the specifications which in their opinion will best serve the interest of the District
